Israel's booming economy puts billions in US aid ... - World News

Israeli shop owners play backgammon in the Betzalel market in central Tel Aviv on Friday. A Bloomberg survey this week said the Israeli shekel was the strongest of 31 major currencies tracked over the last six months.

By Martin Fletcher, Correspondent, NBC News

TEL AVIV, Israel -- Boosted by newly discovered natural resources, Israel is surging ahead economically ? a success that is pushing the issue of the country's $3 billion in annual aid from the United States onto the agenda.

The country made its first intervention in the foreign currency market in almost two years Tuesday, buying $100 million to peg back the growing strength of its shekel.

A Bloomberg survey this week said the?shekel was the strongest of 31 major currencies tracked?over the last six months.

Last week, Israel passed another milestone, a potential gamechanger for its economy. Gas began to?flow from gas fields off the coast. By 2015 Israel is expected to be fully energy independent, and may be a net exporter.

And there?s more good news: In this water-challenged region, Israel is well on the way to water independence. Its water desalination industry supplies up to 40 percent of the country?s demand for water, and another 40 percent comes from recycled water from domestic and commercial consumption. Israel reuses its water two to three times.

The boom may give a louder voice to calls for a reduction?to the $3 billion worth of financial assistance Israel receives from the U.S. each year?? especially in the Washington, where budget battles continue.

U.S. campaign groups such as?Stop The Blank Check?and the?Council for the National Interest?have long campaigned for the aid program to end, but Republican Sen. Rand Paul recently joined the debate by saying the U.S. could no longer afford to keep borrowing money and then handing it out to others.

"It will be harder to be a friend of Israel if we are out of money. It will be harder to defend Israel if we destroy our country in the process," Paul told the Jerusalem Institute for Market Studies, an Israeli think tank, in January.

'A political football'
That view is echoed by some in Israel, such as Naftali Bennett, a software tycoon and leader of the right-wing Jewish Home political party, who during the recent election campaign said the country needed to free itself from U.S. assistance.

?Our situation today is very different from what it was 20 and 30 years ago. Israel is much stronger, much wealthier, and we need to be independent,??he said.

Michael Koplow, program director of the Israel Institute, a?Washington think tank, said: ?Foreign aid is always a political football ? even more so when it comes to Israel. There is no doubt American attention is focused on its own finances.?

However, he noted that 74 percent of the U.S. aid, which is meant for military and defense equipment, has to be spent with U.S. companies.

?Given that Israel is a reliable military spender, you would have to think the defense lobby is going to make sure this aid continues,? Koplow said.

Even those hostile to the aid think it unlikely that Israel?s prosperity will prompt a change.

?The money doesn?t help alleviate poverty in Israel now, so there is no reason why lack of poverty there would cause it to end,? said?Robert Naiman, director of Just Foreign Policy.

Yossi Mekelberg, associate fellow of the Middle East and North Africa Program at the U.K.?s Chatham House think tank, said: ?It would be a matter of national pride to be economically successful and independent, but providing financial support also gives some leverage with Israel.?

And Israel still has economic problems. Unemployment is relatively low at 6.3 per cent, but the gap between rich and poor is one of the highest of all developed countries, according to the OECD.

?I don?t think a natural gas boom is going to do much to change that,? observed Koplow.

That disparity swept Yair Lapid, an inexperienced but popular new politician, into the finance ministry earlier this year as part of Prime Minister Benjamin Netanyahu's ruling coalition. Most of his support came from the disillusioned middle class whose summer of protests in 2011 changed the country?s priorities from political to social issues.

Now Lapid, 49, has to make good on his election challenge, ?Where?s the Money??

Newspapers on Wednesday reported that Lapid had clashed with officials in his department who proposed increases to tuition fees for university students. Lapid responded on his Facebook page that ?if students have to pay more I?ll go home and demonstrate against myself.?

And as the government searches for budgets to cut and taxes to raise, newspapers are full of reports that Israel?s richest man, Idan Ofer, has decided to relocate to London in order to avoid paying more taxes ? a motive his associates deny.

He has become a juicy target for critics who have long claimed that the country?s handful of tycoons have been milking the country dry, leaving the poor to foot the bill.

The gap between rich and poor, and how strange this is for Israelis brought up on the kibbutz ethos of ?we?re all equal,? was well illustrated by the proverbial taxi driver who told a reporter, ?Israel has changed. We all used to wear sandals. If you were rich, you wore better sandals.??

Cyprus central bank chief calls for its independence to be respected

NICOSIA (Reuters) - Cyprus's central bank governor said on Sunday he was willing to work with the government to pull the island out of its economic crisis, provided the bank's independence was respected.

A rift between Governor Panicos Demetriades, appointed last May by the communist former administration, and the ruling center-right government has deepened in recent days and pressure has grown on him to resign over his handling of the crisis.

In the past week, the Cypriot parliament started an investigation against Demetriades, President Nicos Anastasiades's government withdrew the appointment of his deputy, and three central bank officials resigned.

The ongoing saga drew a scathing response from European Central Bank (ECB) President Mario Draghi, who wrote to the Cypriot president telling him any attempt to effectively sack the governor could land Cyprus in the European Court of Justice.

"My intention to work with the country's democratic institutions is a given," Demetriades was quoted as saying in an interview with the Phileleftheros newspaper.

"We are ready to respond to every call for cooperation and coordination for the benefit of this country always, however within the framework of total respect towards the central bank's independence, as stipulated by the ECB."

Under European Union law, a governor can only be dismissed if he no longer fulfils the conditions required for the performance of his duties, or if he is guilty of serious misconduct.

The investigation launched by Cypriot lawmakers this week is seeking to find out whether Demetriades supplied enough information during an investigation into the demise of Cyprus's two biggest lenders, which left the economy in disarray.

The collapse of the Mediterranean island's banking system imposed massive losses on depositors in order to qualify for a 10 billion euro ($13 billion) bailout by the European Union and International Monetary Fund.

The departures in the past week from the regulator's board have slimmed the six-member board to two, including Demetriades. However, executive power rests with the governor so while they add to the pressure on Demetriades to quit, they are not expected to affect policy-making.

The government, in power for under two months, has sought to play down accusations it was intervening with the central bank's duties.

Government spokesman Christos Stylianides said authorities demanded Demetriades take back comments he made on the sidelines of a Eurogroup meeting in Dublin this week that the central bank's independence was under attack.

Boston mayor fractures leg, in hospital again

BOSTON (AP) ? Boston Mayor Thomas Menino has fractured a bone in his lower leg, the latest in a series of health issues that have dogged the city's longest-serving chief executive.

Spokeswoman Dorothy Joyce says Menino twisted his ankle on his way to an event Friday morning, and an X-ray revealed the fracture.

Surgeons at Brigham and Women's Hospital repaired the bone Saturday morning.

Doctors say the 70-year-old Menino tolerated the surgery well and without complication. He will require the use of crutches for the next couple of months.

Menino announced more than two weeks ago that he won't seek re-election to an unprecedented sixth term.

He has had persistent health problems, including a six-week hospital stay last year to treat a respiratory infection and a compression fracture in his spine.

Daily Chronicle | Fishing contests ahead at area lakes

Denny Sands hopes to see a huge demand for fishing tackle at his store in Shabbona Lake State Park next weekend.

The park and Shabbona Lakeside Bait, Tackle and Boat Rental will host the Mega Big Fish Contest from 6 a.m. to 6 p.m. April 20 and April 21.

The competition is open to anglers of all ages and skill levels, but Sands said he hopes to see a lot of families from all over the area come out to experience the beauty of the lake and the sport of fishing.

"A lot of people in DeKalb and Sycamore don't realize we're here," he said.

There are eight categories in which participants can weigh their biggest fish in species including walleye, catfish, large- and smallmouth bass, bluegill, crappie and muskie. The winner in each category can choose between a free pontoon rental valued at $190, or a bass boat rental valued at $165 during the 2013 season.

The winning fish will be determined by weight, except the muskie, which will be measured by length.

Sands said the event is more than just a fun weekend activity ? it is an opportunity to foster the sport of fishing for future generations.

"The more families we can get involved the better off it is," Sands said. "The kids and grandkids grow up to be fishers and the sport continues."

Another fishing event in which local residents can get their feet wet is the Sycamore Park District's biannual fishing derby from 8 to 11 a.m. April 27 at Lake Sycamore, 400 North Cross St.

The park district's Superintendent of Recreation Bart Desch said the concept is simple, but the experience is always a good time.

"It's really designed to get people out to Lake Sycamore and have some fun with your family," he said.

The event, which is in its seventh year, is broken into two age groups: children under 12 and those 13 and older. The top two winners will be determined based on the length of the fish.

Both events encourage catch-and-release fishing, but if the fish qualifies, participants are allowed to keep them.

Both Sands and Desch said they hope for strong turnouts, but that is contingent upon the weather.

"If it's a nice day, I get more kids and families," Desch said. "[But there will be] hardcore fishers no matter what the weather is because they like fishing."

U.S. says agrees with China on peaceful North Korea solution

BEIJING (Reuters) - The United States said on Saturday that China had agreed to help rid North Korea of its nuclear capability by peaceful means, but Beijing made no specific commitment in public to pressure its long-time ally to change its ways. U.S. Secretary of State John Kerry met China's top leaders in a bid to persuade them to push reclusive North Korea, whose main diplomatic supporter is Beijing, to scale back its belligerence and, eventually, return to nuclear talks.

Thatcher death "party" in London draws hundreds

LONDON (Reuters) - Several hundred people turned up for a "party" in central London on Saturday to celebrate the death of former British Prime Minister Margaret Thatcher as a mass protest predicted by some failed to materialize. The British capital's mayor had warned of potential rioting as organizers promised thousands of opponents of Thatcher, who died aged 87 on Monday, would descend on London's Trafalgar Square to mark the passing of a leader who was loved and loathed in equal measure.

Embattled Palestinian Prime Minister Fayyad quits

RAMALLAH, West Bank (Reuters) - Palestinian Prime Minister Salam Fayyad quit on Saturday after months of tension with President Mahmoud Abbas, leaving the administration in disarray just as the United States tries to revive peace talks with Israel. Abbas, who has been unhappy with Fayyad's handling of the cash-strapped government, accepted the resignation and asked Fayyad to stay on as caretaker until a new government is formed, according to official Palestinian news agency WAFA.

Russia bars 18 Americans in retaliation for Magnitsky List

MOSCOW (Reuters) - Moscow said on Saturday that Washington had dealt a severe blow to relations by barring 18 Russians from the United States over alleged human rights abuses, and in retaliation it banned 18 Americans from entering Russia. U.S. President Barack Obama's administration had on Friday issued a list of 18 people subject to visa bans and asset freezes in the United States under the Magnitsky Act legislation passed by Congress late last year.

Pro-Chavez Venezuelans mark coup anniversary on eve of election

CARACAS (Reuters) - Hugo Chavez loyalists celebrated on Saturday a milestone in the late leader's socialist revolution ahead of Venezuela's presidential election, irking the opposition that complained of a campaign tipped in favor of the government. Saturday marked the 11th anniversary of Chavez's dramatic return to power after a two-day coup tacitly backed by the United States. The event galvanized support for the former paratrooper and prompted him to push ahead with increasingly radical policies that further polarized Venezuela.

Frustration as retrial of Egypt's Mubarak aborted

CAIRO (Reuters) - The retrial of former Egyptian President Hosni Mubarak was aborted on Saturday when the presiding judge withdrew from the case and referred it to another court, causing an indefinite delay that sparked anger in the courtroom. Lawyers said that while the transfer would give prosecutors more time to draw on new evidence in an unpublished fact-finding commission's report into the repression, it could delay the case by months, increasing the risk that Mubarak, 84, may never be finally convicted and sentenced.

Coup leader elected president in Central African Republic

BANGUI (Reuters) - The rebel leader who seized power in Central African Republic, Michel Djotodia, was elected president on Saturday by an acting parliament. Djotodia led thousands of rebel fighters from the Seleka coalition into the riverside capital of the mineral-rich country on March 24, toppling President Francois Bozize.

Libya coastguard rescues 89 migrants from drifting boat

TRIPOLI (Reuters) - Libya's coastguard has rescued 89 sub-Saharan African migrants who had been drifting in a boat for five days and had to dump the bodies of five people who died on the journey overboard, the state news agency said on Saturday. The Libyan authorities were alerted by a fisherman that the boat was adrift off the western port of Zawiyah, naval official Colonel Ayub Omar Gacem was quoted as saying by the Libyan news agency LANA.

Italy's Berlusconi says he would be PM candidate if new vote held

ROME (Reuters) - Italy's four-time Prime Minister Silvio Berlusconi said on Saturday he would stand to lead the country for a fifth time if a snap vote is called after center-left leader Pier Luigi Bersani again rejected forming a government with his rival. The February election left parliament split between three hostile blocs, none of which can govern alone, making an early return to the polls a growing possibility.

Guards, prisoners face off in Guantanamo cell sweep

MIAMI (Reuters) - Guards swept through communal cellblocks at the Guantanamo detention camp on Saturday and moved the prisoners into one-man cells in an attempt to end a hunger strike that began in February, a U.S. military spokesman said. "Some detainees resisted with improvised weapons, and in response, four less-than-lethal rounds were fired. There were no serious injuries to guards or detainees," Navy Captain Robert Durand said in a news release.

Crystal Sugar union workers ratify contract

(AP) ? Union workers in North Dakota, Minnesota and Iowa who have been locked out of their jobs for 20 months at American Crystal Sugar Co. have voted to ratify the company's proposed contract.

Fifty-five percent voted to accept the contract offer. It was the workers' fifth time voting on the contract.

Employees last voted on the contract in December, when 55 percent voted to reject the offer.

Nearly 1,300 employees were locked out on Aug. 1, 2011, after rejecting the cooperative's proposed contract. Company officials say many of those workers retired or resigned.

The union originally focused its complaints on contract provisions regarding seniority and job security. The company says it's a good contract with substantial increases in wages and other benefits.

American Crystal is the country's largest sugar beet processor.

HP ElitePad 900

The HP ElitePad 900 ($799 list) is an enterprise-oriented Windows 8 slate tablet that combines the looks of a consumer-oriented tablet like the Apple iPad with enterprise friendly features that corporate users need. It's an all-day tablet with a plethora of add-on accessories that bridge the gap between laptop and tablet, without being classified as a hybrid or convertible tablet. It's got all day battery performance and 4G HSPA+ WWAN networking, but unless you're a HP shop there are other slate tablet choices out there.

Design and Features
The ElitePad 900 has a premium look, with its machined aluminum unibody chassis and Gorilla Glass 2 screen. Other business-minded tablets like the Editors' Choice Dell Latitude 10 ($749), Dell Latitude 10 Enhanced Security ($779), and Lenovo ThinkPad Tablet 2 ($729) come with extra ports on the chassis, but HP decided to keep the ElitePad 900 simple, with just a power button, volume control, rotate lock button, headset jack, hidden micro SD and SIM card slots, and a single docking port. Contrast this with the Latitude 10, which includes micro-USB, full size USB 2.0, SD card slot, mini-HDMI, and a Kensington lock port to the mix. While this keeps the ElitePad 900's design clean and clutter free, it also could hobble the user base that HP is approaching with this system: the SMB and enterprise business user. If deployed alone (more on that below), the ElitePad 900 user will have to tell a colleague to email a file to him rather than simply sharing it on a USB stick.

The ElitePad 900 measures a compact 0.36 by 10.25 by 7 inches (HWD) and weighs 1.37 pounds. This is quite portable, and thanks to its 10.1-inch screen it's a lot easier to hold in the hand than the 11-inch tablets like the Acer Iconia W700-6465 ($999.99) and the HP Envy X2 (11-g012nr) ($849). The ElitePad 900 comes with a 16:10 aspect ratio (1,280 by 800 resolution) screen, which differs from the normal 16:9 (1,280 by 768 resolution) screen found on other slate tablets. This was done to keep parity with other 16:10 screens on older desktops, laptops and tablet PCs, but you'll only notice if your in-house apps were formatted with 16:10 in mind.

You or your organization can purchase accessories including adapters for VGA/HDMI ($49), extra AC adapters ($49), a docking station with USB ports and HDMI ($119), and the $79 Expansion Jacket. The Expansion Jacket is pretty much a must-buy item for the ElitePad 900, as it comes with two USB 2.0 ports, a full-size SD card slot, and HDMI port. The Expansion Jacket also has a slot for an extra battery ($149), which will give you extra hours of battery life. The ElitePad 900 plus Expansion Jacket sans battery comes in at 2.09 pounds. We also previewed HP's $199 Productvity Jacket, which is essentially a keyboard dock with two USB ports and SD, but no battery capabilities. With the Productivity Jacket, the ElitePad comes in at a still svelte 2.96 pounds. Note that the ElitePad 900 doesn't work with digitizing styluses using Wacom technology. HP says that they will have a digitizing stylus available soon, but it wasn't available at the time of our review.

The ElitePad 900 has an Intel Atom Z2760 processor, 2GB of memory, and a 64GB SSD, which means that it can run a full version of Windows 8 Pro instead of a more mobile-oriented OS like Android, iOS, or Windows RT. This means that the system is compatible with your business' existing Windows 7 apps. Because of the included recovery partition and some included apps, the system has 42.1GB out of 54.1GB on its C: drive. This is a bit better than the Dell Latitude 10 (33.4GB free) or the Lenovo Tablet 2 (36.8 GB free), but is unlikely to be an issue unless you start to carry large numbers of video files around with you. Still, 42GB is a lot of space for a full install of Office with room left over for thousands of Office docs.

The ElitePad 900 includes a lot of preloaded programs and utilities like Kindle, Skype, Netflix, Evernote, Skitch, HP Pagelift (a document scanning program), and a four year subscription to Absolute Data Protect's Find My PC. The system comes with a one year warranty. The ElitePad 900 model we reviewed has a HSPA+ 4G modem built in, which will work with T-Mobile and AT&T service in the US. HP is offering T-Mobile service plans at time of purchase. The ElitePad 900 has a NFC sensor on the back, so you can log on with a smart card or other RFID system used by your organization.

In addition to the jackets, HP has another differentiator that separates it from the pack: you can buy a multi-tablet charging module for the ElitePad 900. Essentially, this is a rolling cabinet with multiple charging docks for the tablets. This is quite useful for vertical apps like health care and educational users. In these kinds of situations, you won't miss the USB ports on the tablet itself.

One thing you will miss is easy access to the built-in micro SD slot. The microSD reader and SIM card slot for the ElitePad 900 is hidden under a door that requires a slim pin to open. It's like the SIM slot on a smartphone or manual eject on a DVD drive. While it makes the tablet itself sleeker, it also makes access hard than it should be, and the floppy door that pops open is just begging to be ripped off my a clumsy user. In contrast, the Lenovo Tablet 2 has easy access to micro SD and to its SIM slot, while the Dell Latitude 10 has a full SD slot and hidden SIM slot behind the removable battery. Speaking of batteries, the ElitePad 900's 25WHr battery is sealed to the end user, but IT pros with a HP-supplied setup can replace internal components like the battery and screen in an in-house IT lab.

Performance
HP ElitePad 900 Like other Atom-powered slates, the ElitePad 900 can run some, but not all of our benchmark tests. At the day-to-day PCMark 7 test, the ElitePad 900 was neck and neck with the Dell Latitude 10, and both were slightly behind the Lenovo Tablet 2. All three are weak at our handbrake video encode test, thought the ElitePad 900 came in many minutes behind the others with a score of 15 minutes. The ElitePad 900 also came in last at the battery rundown test compared with its Atom-powered brethren.. While its battery rundown score of 8 hours, 23 minutes is excellent compared with Core i5 systems like the Microsoft Surface Pro (4:58), it is far shorter than the Dell Latitude 10, with its standard (9:20) or extended (19:38) battery. Essentially, the ElitePad 900 is a passable all-day slate tablet, but other competitors have better battery life.

And that's the dilemma, isn't it? If your business is committed to HP services and products through contracts, then the HP ElitePad 900 is a very good Windows 8 Slate tablet for the SMB though enterprise organization. However, if you're with another system builder or are starting from scratch, then our two Editors' Choices?the Dell Latitdue 10 and its Dell Latitude 10 Enhanced Security tablets?are better and more flexible choices all around.
