US commando's book offers new details on Bin Laden raid

Osama bin Laden was shot in the head as he peered out of a door and then pumped with bullets as he convulsed on the floor, according to a book by a member of the US commando team that killed him.

The Navy SEAL team member's version of the Al-Qaeda chief's death differs from previous accounts offered by President Barack Obama's administration and will fuel a debate on the handling of state secrets in the wake of the killing.

"No Easy Day", to be released next week, offers a first eyewitness account of the May 2011 raid, and describes how a Navy SEAL sat on bin Laden's body in the cramped Blackhawk helicopter that flew out of Pakistan after the operation.

Previous official accounts said Bin Laden had appeared in a doorway and ducked back into his bedroom, leading the US commandos to suspect he might be retrieving a weapon.

But the author, writing under the pseudonym "Mark Owen", said bin Laden was shot in the head by the SEAL team when he leaned out of the doorway and was found bleeding from his wound when commandos made their way to his room, according to excerpts cited in media reports and confirmed to AFP by defense officials.

Bin Laden was mortally wounded and twitching on the floor as two women cried over his body. The team pushed aside the women and then fired more shots at the Al-Qaeda leader, according to the book.

We "fired several rounds", the author wrote in the book. "The bullets tore into him, slamming his body into the floor until he was motionless."

The publisher, Penguin Group's Dutton, has moved up the scheduled release date from September 11 to September 4, as media coverage has fueled a flood of orders for the book.

The Obama administration had said bin Laden's body was treated with dignity and given a Muslim burial at sea.

But on the helicopter flight out of Pakistan, a SEAL member sat on Bin Laden's chest due to cramped quarters on the chopper, according to the book.

US officials insisted there was no display of disrespect, even if the author's description was accurate.

The commandos had already lost one helicopter in the operation, which crash-landed at the compound, and this made for crowded conditions on the remaining aircraft, said a defense official, who spoke on condition of anonymity.

Special operations forces crammed into helicopters sometimes have to sit on the bodies of their own fallen comrades, the official added.

Top officials are reviewing the book to determine whether the author revealed any classified information or secret tactics, which would violate Pentagon rules and trigger legal action.

"The Department of Defense has a copy of the book and we're taking a look at it," said Pentagon spokesman Lieutenant Colonel Steve Warren.

The head of Special Operations Command, Admiral William McRaven, warned in a memo dated August 23 that members of the elite force could face criminal prosecution if they revealed information that endangered US troops.

Fox News has revealed what it says is the identity of the author, a former Navy SEAL who also took part in the 2009 operation that rescued Captain Richard Phillips from Somali pirates.

Obama administration officials appeared anxious to avoid having to defend an operation they deem a major success, while suggesting the book did not shed any new light on the raid.

"We are not going to rehash the whole thing," said the US defense official.

"We're not going to comment on his account."

Republican activists and lawmakers have accused Obama's aides of spilling secrets about the raid to Hollywood filmmakers and reporters to bolster Obama's political standing, a charge the White House denies.

The author insisted his book had no political motive and was meant to honor the years of intelligence work and training that led up to the raid.

"You know, if these -- crazies on either side of the aisle -- want to make it political, shame on them. This is a book about September 11th, and it needs to rest on September 11th, not be brought into the political arena, because this -- this has nothing to do with politics," he told CBS television's "60 Minutes."

In the book, he credited Obama for endorsing the raid, but said his teammates made sarcastic remarks that the operation would help the president get re-elected.

When one commando joked that the team had ensured Obama's re-election, the author responded: "Well, would you rather not have done this?"

Dos Santos asks for another term

LUANDA :President Jose Eduardo dos Santos asked Angolans to give him five more years in power to further his drive to rebuild the country after its 27-year civil war, on the final day of election campaigning on Wednesday.

Dos Santos, already in office for more than 33 years, has campaigned on his MPLA party?s multi-billion-dollar drive to pour the nation?s oil wealth into building roads, schools and clinics to pull the nation from the ashes of war.

Dos Santos said he wanted ?everyone to feel part of the grand project to make Angola a prosperous and democratic country?.

He also urged private business to join government in creating jobs for young Angolans, in a country where more than half the population is under 18 and unemployment is at 30 per cent.

The rally was designed like a well-branded street carnival with jumbo screens, thumping music by local pop stars praising the party, and tens of thousands of people - mostly bused in for the party.

The event is his last campaign stop before Friday?s general elections, when the MPLA is expected to easily win. Thursday is a day of deliberation before the voting.

The opposition National Union for the Total Independence of Angola (Unita) held a far smaller event late Wednesday, gathering a few hundred supporters in the sprawling neighbourhood of Viana.

Unita leader Isaias Samakuva repeated his criticism of the elections preparations, and said he would seek a meeting with Dos Santos to find ways of resolving them.

?We are going to propose a conversation with the candidate and president... to one more time use dialogue to resolve this situation.?

Speaking alongside a banner reading ?united for change?, Samakuva said 2,000 of the party?s election monitors had yet to receive accreditation.

?Many Angolans? names don?t appear on the voter roll, and in many places the voter roll has not been released,? he said.

?We have come to the conclusion that the National Electoral Commission is not ready. The conditions don?t exist to ensure the minimum of an organised, transparent process.?

Unita is also facing a challenge from the Casa party, a breakaway formed by Abel Chivukuvuku along with a top MPLA figure, smaller opposition groups and key figures from civil society.

He?s heavily courted young voters with promises of jobs and better living conditions, issues that resonate with many who had little direct experience of war and now eye Luanda?s sparkling new skyscrapers with envy.

Angola?s last elections were judged overall as legitimate, but this time the voting will take place with far fewer observers. The European Union sent the biggest team last time, but only sent two technical experts this year due to the costs of working in Luanda, one of the world?s most expensive cities.

Civic groups are stepping in, but their abilities are limited in a country that keeps a tight lid on their activities.

Despite efforts to contain dissent, Dos Santos has been rattled by a series of protests since last year by young activists, not linked to any party, taking to the streets to demand jobs, housing, water and electricity.

The protests have been small and quickly repressed, but clearly unnerved a government that tolerates little public dissent. Security forces quickly squashed the demos, often beating the activists.

Young unemployed men at the Unita rally bemoaned their treatment at the hands of security forces, saying they just wanted to raise the issue of unemployment.

?The Chinese come here to work, and we have no jobs,? said Raul Mandela, 27.

New Apple iPhone patent changes settings based on location ...

For those of you who may be Apple iPhone users or thinking of becoming we have some information about a new iPhone patent that changes settings based on location. We?re not about to claim that this may feature in the iPhone 5, expected to be unveiled in another couple of weeks, but it?s certainly a possibility at some point down the line for iPhone users and it?s interesting stuff indeed.

Some readers may already know that iOS 6, Apple?s next mobile operating system, is due to be released to the public next month and the iPhone 5 should launch running it. Regular readers may remember an article we wrote back in June about our wish list for iOS 6 and one of the features mentioned was for location-based profiles and actions that would enable your phone to automatically customize settings for different locations. Further to this we reported on news that iOS 6 could feature location check-ins via Yelp in the new Apple Maps app. It seems that Apple is already looking further ahead than this though and the patent could signal the future inclusion of dynamic location-aware settings.

A report on Apple Insider tells of a plethora of new Apple patents and one of these patents relates to wireless device ?enforcement policies.? This U.S. patent, number 8,254,902, listed as ?Apparatus and methods for enforcement of policies upon a wireless device,? would theoretically mean that customized alert profiles for various circumstances could be set up, to avoid for example those sticky situations where your iPhone rings in the funeral home or at the theater. Methods to enable these settings would be through WLAN communication, GPS and cellular triangulation to create a phone that would be ?situationally aware.?

The policy enforcement capability is described in the patent as, ?useful for a variety of reasons, including for example to disable noise and/or light emanating from wireless devices (such as at a movie theater), for preventing wireless devices from communicating with other wireless devices (such as in academic settings), and for forcing certain electronic devices to enter ?sleep mode? when entering a sensitive area.?

Various technical methods that would enable this are described at the Apple Insider link above and we think that the idea of having different profiles for different areas would no doubt appeal to many. In iOS 5 a limited version of this capability exists so that a reminder alert can be set for when you get to the office for example. However so far this is a limited function as well as being a battery-drainer. This new patent though goes several steps further and as well as being able to control different tones could also control brightness, radio communications and other features.

Do posted calorie counts help people make healthy choices?

Several studies show that consumers still order what tastes good, even when the nutrition information of a dish is posted on the menu.

Have you seen numbers on your menus lately, such as, 410 calories for a bagel and cream cheese, 190 calories for a latte, 1,815 calories for a chicken burrito? Those guilt-inducing numbers are popping up on menus more and more often.

Since 2008, when chain restaurants in New York were first required to post calorie counts on their menus, the practice has spread to other areas, including Seattle and California. Next year menu labeling will go national; under President Obama?s Affordable Care Act?chain restaurants with 20 or more locations will be required to post calorie counts on their menus.

But does the number next to your favorite salad, burger, or taco really make you think twice before ordering?

Several studies show that even with the nutrition information clearly visible, consumers still order what tastes good, rather than the healthiest choice.

A study by New York University asked participants in New York City to turn in their food receipts both before and after calorie counts were posted on menus.

While most study participants said they noticed the calorie count, and 28 percent even said they were even ?influenced? by the information, the researchers found no difference in the total number of calories people purchased.

"No matter how we cut this, no matter what we controlled for, no matter what sub groups we looked at, there was no difference in the total calories purchased," said Dr. Brian Elbel in an interview with the University of Pennsylvania. Elbel is the director of the research, and an assistant professor of medicine and health policy at the NYU School of Medicine.

Elbel?s study placed a special emphasis on teenagers, and found that taste, not nutrition, was the most important factor for teens when deciding what to order. Healthier options also took a backseat to price.

Elbel and his team found that many teens, and adults, too, had no frame of reference for how the calorie count of a particular item impacted their daily diet.

?We asked consumers, ?How many calories do you think you should eat to maintain a healthy weight??? Elbel said. ?The majority of people didn?t have a good sense of this.?

Researchers at Duke University came to the same conclusion when they looked at 14 locations of Taco Time, a west coast Mexican chain. They found calorie count menu labeling had no effect on customers? purchases.

A study of Starbucks customers by Stanford University found the effect of labeling was negligible; calorie count labeling only decreased customers? average caloric intake by about 15 calories.

Despite the fact that customers are still ordering?Big Macs and Whoppers, even though they contain 560 and 640 calories respectively, Elbel still thinks the menu labeling is worthwhile.

?There?s a chance that labeling might influence food choice in the longer term as more people see this information,? he said. ?But at the same time, our findings tell us we can?t sit back and think that we have labeling and obesity?s going to be solved now.?

While menu labeling doesn?t seem to influence the choices customers make, another study found it may have an impact on the ingredients restaurants use.

Researchers at several leading nutrition and pediatric institutions in Seattle studied 37 sit-down and quick service burger, pizza, sandwich, and Tex-Mex chains in the area.

They found that 18 months after the menu labeling law was implemented, calorie counts in some of those restaurants had dropped. Calorie counts fell an average of 7 percent in sit-down restaurants, less in fast food restaurants, and were unchanged at pizza restaurants.

The researchers suggested that perhaps restaurants are beginning to turn to lower-calorie ingredients as a way of getting those numbers lower on the menu.

The Seattle study concluded that while, ?modest improvements,? had been made, ?overall levels for energy, saturated fat, and sodium are excessive.?

Portland archbishop apologizes after abuse claim

REEDSPORT, Ore. (AP) ? The archbishop of Portland issued an apology that was read at Sunday Mass to a woman who settled a lawsuit claiming she was sexually abused by a priest in the 1980s.

Carolee Horning, 41, was at St. John the Apostle Parish in Reedsport when the letter from Archbishop John Vlazny was read, the Eugene Register-Guard (bit.ly/Nxzh51) reported.

The priest, the Rev. Edward Altstock, was a family friend when he headed the parish from 1984 to 1986, and Horning was a teenager who had been an altar girl.

She said she was flattered by gifts and attention from such a figure of authority, and he pursued her for years, even visiting her in Corvallis when she was a student at Oregon State University.

"Father Altstock was a friend of the Horning family and took unfair advantage of the high regard in which the family held him," said the letter read by Monsignor Dennis O'Donovan, the second-ranking official in the archdiocese. "He was a trusted pastor and betrayed that trust."

The Register-Guard said Altstock was not charged with a crime because the situation was beyond the statute of limitations. He declined to comment on the case, the newspaper said.

Calls Monday from The Associated Press to a number listed for Altstock went unanswered.

This summer, the archdiocese, which does not dispute the claims of a sexual relationship, settled with Horning for $480,000 and the promise of a personal apology from the pulpit.

At the 8:45 a.m. service, Horning sat between her father and mother, who are still members of the congregation. They were among more than 100 people in the church, including a contingent visiting from a Lutheran church that Horning joined last year.

She said the letter was not wholly satisfactory because it devoted more words to the archdiocese's response to her allegations than it did to expressing regret or offering apologies.

"I wasn't very comfortable with them trying to defend themselves," she said.

Horning manages an animal hospital. She said the abuse "stunted my growth."

"I have hardly dated," she said. "I have never had a boyfriend. I have just hidden away. When girls my age were learning how to date and flirt and stuff ? I just didn't do that."

The archdiocese, which covers churches in western Oregon, filed for bankruptcy protection in 2004 as a result of suits from people who said priests sexually abused them as children. It emerged from bankruptcy in 2007 with a $50 million settlement of more than 175 claims. Another $20 million was set aside to handle future claims.

Horning's lawyer, Gilion Dumas, said the amount of the settlement is a matter of public record because the federal bankruptcy court maintains jurisdiction. The suit sought $14 million.

Efforts by the AP to reach Horning were unsuccessful.

With the settlement money, Horning said, she paid off her car, and she's planning to take her family to Disneyland. The rest is going into retirement investments.

"It wasn't about the money," she said. "That was one of the reasons I settled. If you go to trial, all you can get is money."

A jolt of support from a popular Web cartoonist has re-energized a decades-long effort to restore a decrepit, 110-year-old laboratory once used by Nikola Tesla, a visionary scientist who was a rival of Thomas Edison and imagined a world of free electricity.

In little more than a week, tens of thousands of donors from more than 100 countries have kicked in more than $1 million through a social media fundraising website to pay for the restoration of Tesla's Wardenclyffe laboratory, located about 65 miles (105 kilometers) east of New York City. A small band of followers who have struggled to establish a science and research museum and learning center in Tesla's honor are giddy with delight about the lightning-quick response they have received.

"Enormously, overwhelmingly, astounding," is how Jane Alcorn, president of the Tesla Science Center at Wardenclyffe and a retired school librarian, described her feelings about the project's newfound fortune. The not-for-profit formed about 17 years ago had managed to secure a state matching grant of $850,000 but had amassed only about $50,000 for the project. Its goal at times seemed insurmountable.

Then this summer Alcorn learned that Matthew Inman, a cartoonist who runs theoatmeal.com, posted a tribute to the scientist titled "Why Nicola Tesla is the Greatest Geek Who Ever Lived." Supporters of the Long Island effort reached out to Inman, a 27-year-old who lives in Seattle, and he and Alcorn began speaking.

Last week, he posted a request for donations on IndieGoGo, a fundraising website, and the response was nearly instantaneous. At 6 p.m. on Aug. 15, the plea went out, and before Alcorn went to bed that night, donors had given nearly a quarter million dollars.

"I was blown away by that," Alcorn said. "I kept refreshing the page and refreshing the page and the number kept going up. I went to bed after 1 that night, but I didn't really get any sleep, to be honest."

Indiegogo put together several charts showing how more than 20,000 people from 102 countries have contributed to the campaign.

Inman, who is in Japan this week on business, told The Associated Press that he thinks "Tesla would be very pleased to see this many people kind of worshipping him as this geek hero" and backing it up with credit card donations by the thousands to restore his lab.

Tesla amassed hundreds of patents for his discoveries over his lifetime. Among his most notable accomplishments are his work in developing alternating current and other research in the creation of wireless communication and radio. He worked for Edison in the 1880s, but later became a rival. Tesla died in New York City in 1943.

What you can see at UCSB is what happens when a team of scientists which ae skilled in engineering, working as a team, and collaborating with everybody happens to have the right guy as the leader (with the right policy about co-authors on publications).

Everybody whom i met from this team was open, honest, and friendly; they have worked hard and long on it and they accumulated some of the best people.

They deserve the success they have now! I think there may be a small break now in their publications, since i have the ffeling they now may work on overcoming the next big roadblocks (but now they they have all the backing they could need for it).

I also have to state it will be a long long way to the first QC. While i believe that every step like this will be more than just replicated at the NSA, i believ that they wont be more than 10 years ahead, and i estimate 20y-30y until qc works better than classical qc (although I also hope and believe that breaktroughs are possible).

iPads, iPhones and Android mobile devices are taking over the computing world. The computer repair business therefore, must also change. The typical PC repair shop can no longer survive unless it changes with the times.

I?m surprised to see so many shops ignoring this trend and not adding this type of service to their business.

It may seem strange, but even computer guys can be ?old-fashioned?. Some are uncomfortable with the changes they have to make, like learning new skills, hiring different types of technicians, and learning new purchasing habits, like dealing with parts vendors in China.

Oil companies pull back as Isaac roars into Gulf

Oil companies scrambled out of the path of Tropical Storm Isaac, withdrawing offshore workers and cutting oil and gas production in the Gulf of Mexico.

By mid-day Sunday, the U.S. government said that daily oil production in the Gulf was down 24 percent and natural gas production was off 8 percent.

Isaac, already carrying winds of more than 60 miles an hour, was expected to cross the Florida Keys by late afternoon. The storm will likely pick up strength and strike as a dangerous Category 2 hurricane somewhere between New Orleans and the Florida Panhandle on Wednesday.

Noting that the storm was moving west and threatening to grow more powerful, energy giant BP evacuated all its installations and temporarily halted production in the Gulf Sunday.

(AP) ? French President Francois Hollande praised the Greek people on Saturday for making painful budget cuts, while urging them to do more to show their commitment to reforms to keep their country in the euro zone.

"For me, the question should no longer be asked: Greece is in the eurozone," Hollande said after meeting Greek Prime Minister Antonis Samaras in Paris.

But like German Chancellor Angela Merkel, Hollande offered Greece no immediate relief from its current regime of painful austerity measures.

The Greek premier has been on a swing through European capitals as part of his country's push to win more time to carry out wrenching cuts to avert fiscal crisis.

On Friday, Merkel met with Samaras in Berlin and said she expects Greece to meet its previous commitments, while stressing Germany wants to keep it in the euro.

Hollande also said that any decision on delays for Greece must wait for a report next month by the "troika" of Greece's debt inspectors ? the EU's executive Commission, the European Central Bank, and the International Monetary Fund.

Greece, Hollande said, "must demonstrate the credibility of its program and the willingness of its leaders to go all out all the while making sure that it is tolerable for the population." He said Europe needs to make decisions about Greece "the sooner the better" ? notably after the report is presented to a European Union summit in October.

"In the face of ordeals, we must show more solidarity. ... I hailed the efforts that the Greek people have committed to painfully for the last two years," Hollande said. "We need to be aware of all that has been done."

Samaras, for his part, noted continued pressure within the financial markets amid concerns that Athens might not hold to its reform plans ? and risk dropping out of the common currency.

"Some continue to speculate against Greece .... to speculate by saying that Greece won't pull through, that it can't stay in the euro zone," Samaras said. "I'm here today to say that will pull through ? it will stay in the euro zone."

Buy Tickets On Bands' Facebook Pages With Tikly

When buying tickets for a concert, festival or event, do you compare the listed ticket prices on various sites?

The online ticket-buying space is slowly getting more contenders. Ticketmaster, a company that dates back to the 1970s, was dominant in the online ticketing space for awhile. Then other sites such as Ticketfly (founded in 2008), Eventbrite (2006) and StubHub (2000) came on the scene touting platforms integrated with social media. Some denounced the high fees of other ticketing services, essentially changing the game for online ticket sales.

Tikly is a new ticketing service that's fully integrated with Facebook. Artists, venues and events can sell directly from their Facebook page -- without fans being re-directed to another site. The ticketing service is currently in beta, with 300 clients already using it. Tikly also offers low add-on fees to tickets so that bands feel good about the prices their fans are paying to see them. Fans can buy tickets for shows in advance -- without the costly fees that some sites tack on.

Emma Peterson, the 23-year-old founder and CEO of Tikly, said she created the site because she noticed the "ticket industry itself was kind of upside down." And not just from a consumer standpoint, she tells Mashable, but "the ticketing industry works against the organizers."

Peterson is also a tour manager for the band The Nadas. She saw how other ticketing sites charged fans up to 50% of the ticket price in fees, which could lower ticket sales for the band, too. Fans would be dissuaded from buying tickets in advance for smaller venue performances when they could buy tickets at the door without any fees.

She founded Tikly 2011 with business partner Brian Hemesath. The two are part of a startup incubator program in Des Moines, Iowa.

Peterson said they envisioned features for a true live music lover. Tikly's ticket buying experience, she says, aims to be as close to buying a tangible ticket as possible. Tikly provides each ticket a name , description and images, so it's not just a button to click on an app when you check in. Eventually, they want to make the ticketing experience on the site even more interactive with streaming MP3s and the chance to buy band merchandise. Peterson says venues could eventually pre-sell drink tickets so events are even more seamless for consumers.

The Nadas are one of the artists using Tikly in beta. Just visit their Facebook page, click on Tikly and then select the number of tickets you want to purchase and buy them through Facebook.

For bands, Tikly?s format is simple. A set fee is added to each ticket at the check-out, depending on ticket price:

  • Tickets under $10 have a $1 per ticket fee
  • Tickets $10 to $75 have a 10% per ticket fee
  • Tickets over $75 have a flat $7.50 per ticket fee

Tikly is fully integrated with Dwolla, a mobile payment system with a flat fee of $0.25 for anything over $10.

But other ticketing services offer low fees, and tried-and-tested platforms.

Eventbrite tells Mashable that their fees are never more than $9.95 for ticket-buyers. It charges 2.5% of the ticket price plus $0.99 per ticket, capping out at nearly $10 max, even for the priciest tickets. For event organizers posting events on Eventbrite, there is no set-up fee and no fee period for free events.

Ticketfly CMO Gannon Hall tells Mashable, "For organizers, Ticketfly?s fees are variable and depend on the cost of each ticket. It?s a revenue share between the promoter (or sometimes the artist) and Ticketfly, but there is no set percentage fee. There are no flat surcharges and/or set up fees (unlike other platforms).?

From a ticket buyer?s perspective, Ticketfly?s service fees typically range 30 percent lower than those of Ticketmaster, says a spokesperson.

StubHub, like its parent company eBay, manages the marketplace, so buyers and sellers never interact. It's completely free for fans to list tickets for sale, and StubHub does not buy, own or price any tickets, a spokesperson tells Mashable in an email message. But buyers pay StubHub 10% of the ticket price and sellers net 85% of the ticket price.

Refinery blast kills 26 in Venezuela, dozens hurt

(AP) ? A huge explosion rocked Venezuela's biggest oil refinery and unleashed a ferocious fire Saturday, killing at least 26 people and injuring more than 80 others in the deadliest disaster in memory for the country's key oil industry.

Balls of fire rose over the Amuay refinery, one of the largest in the world, in video posted on the Internet by people who were nearby at the time. Government officials pledged to restart the refinery within two days and said the country has plenty of fuel supplies on hand to meet its domestic needs as well as its export commitments.

At least 86 people were injured, nine of them seriously, Health Minister Eugenia Sader said at a hospital where the wounded were taken. She said 77 people suffered light injuries and were released from the hospital.

Officials said those killed included a 10-year-old boy, and that 17 of the 26 victims were National Guard troops stationed at a post next to the refinery.

President Hugo Chavez declared three days of mourning in the country.

"This affects all of us," Chavez said by phone on state television. "It's very sad, very painful."

Chavez said he ordered a "deep investigation" to determine what caused the explosion.

Vice President Elias Jaua, who traveled to the area in western Venezuela, said the authorities tried "to save the greatest number of lives."

Officials said firefighters had controlled the flames at the refinery on the Paraguana Peninsula, where clouds of dark smoke were still billowing at noon.

Oil Minister Rafael Ramirez said the state oil company should be able to "restart operations in a maximum of two days."

"We have sufficient supplies... in the entire country, and our production at the maximum to deal with any situation in our domestic market," Ramirez said. "In that sense, we won't have major effects."

An official of the state oil company, Petroleos de Venezuela SA, said the country also has enough supplies on hand to guarantee its international supply commitments. The official spoke on condition of anonymity because he wasn't authorized to speak publicly about the matter.

The blast occurred about 1:15 a.m. when a gas leak created a cloud that ignited, Ramirez said. An adjacent National Guard post was severely damaged by the blast, along with nearby homes, he said.

"That gas generated a cloud that later exploded and has caused fires in at least two tanks of the refinery and surrounding areas," Ramirez said. "The blast wave was of a significant magnitude."

Images in the early hours after the explosion showed the flames casting an orange glow against the night sky. One photograph showed an injured man being wheeled away on a stretcher.

"The areas that had to be evacuated were evacuated," Falcon state Gov. Stella Lugo said on television, according to the state-run Venezuelan News Agency. "The situation is controlled. Of course there's still a fire rising very high, but ... the specialists tell me there is no risk of another explosion."

Ramirez said a panel of investigators was being formed to investigate the cause of the gas leak. A prosecutor also was appointed to lead the investigation. Troops were deployed to the area.

Ramirez said that nine storage tanks were damaged. He said supplies of fuel had been cut off to part of the refinery, and that the fire had been brought under control, though the flames continued to burn up fuel in some of the tanks.

Firefighters were using foam to extinguish the flames in one of the remaining tanks, Ramirez said.

"This regrettable and sad event is controlled, is under control," Ramirez said on television, while plumes of smoke continued to rise from the refinery.

Amuay is part of the Paraguana Refinery Complex, which also includes the adjacent Cardon refinery. Together, the two refineries process about 900,000 barrels of crude per day and 200,000 barrels of gasoline. Venezuela is a major supplier of oil to the U.S. and a member of the Organization of Petroleum Exporting Countries.

While the cause of Saturday's disaster remained unclear, some critics of President Hugo Chavez's government have recently pointed to increasing numbers of smaller accidents and spills as an indication of problems within the state-run company known as PDVSA.

"This tragedy is probably the worst one the oil industry has had in many years. Accidents happen, of course, although the problem with PDVSA is the inordinate amount of accidents that have taken place during the last years," said Gustavo Coronel, an energy consultant and former executive of PDVSA. Considering that record overall, Coronel said, "we are not talking about bad luck but about lack of maintenance and inept management."

Deadly accidents also occurred in Venezuela's oil and natural gas industry in the past. In 1993, a natural gas pipeline exploded beneath highway in Las Tejerias, engulfing a passenger bus and cars. Officials said 36 people were killed.

On Saturday morning, Ramirez said the explosion occurred in an area of the refinery where storage tanks are located. On television, he showed an aerial map of the rows of tanks where the flames raged.

"All of the events happened very quickly," he said. "When we got here in the middle of the night, at 3 or 3:30 in the morning, the fire was at its peak."
