Australian lawmaker confirms China hacked spy base

CANBERRA, Australia (AP) ? Chinese hackers stole the blueprints of Australia's new spy agency headquarters years ago and the breach has been dealt with since then, an opposition lawmaker said Wednesday in the first confirmation of media reports.

"These events did take place some time ago," senior opposition lawmaker George Brandis told Sky News television after a confidential briefing with Australian Security Intelligence Organization officials.

"I can say this is a very serious matter; ASIO has dealt with it; beyond that I'm not sure that there's a lot I can say," he added.

The 630 million Australian dollar ($608 million) building housing the headquarters of Australia's main spy agency is near completion in the national capital.

Australian Broadcasting Corp. television had reported on Monday night that a cyberattack on a building contractor exposed plans such as communications cabling, server locations and security systems and was traced to a Chinese server.

The government has refused to discuss specifics on the matter. When Prime Minister Julia Gillard told Parliament the ABC report was "inaccurate" on Tuesday, she refused to go into any detail.

Brandis later demanded and got a confidential briefing with ASIO Director-General David Irvine. And while he wouldn't discuss what was said, he disputed Gillard's statement.

"She said the allegations are false; that claim is wrong," Brandis said.

The government responded by criticizing Brandis for discussing in the media a confidential security briefing.

The ABC reported that China could use the blueprints to bug the building.

Des Ball, an Australian National University cybersecurity expert, told the ABC that given the breach, ASIO would either have to operate with "utmost sensitivity" within its own building or simply "rip the whole insides out and ... start again."

But The Australian newspaper reported on Wednesday that the plans were stolen at least three years ago and the agency's operations were no longer at risk.

In an unsourced report, the newspaper said the breach occurred in 2009 or 2010. Although construction began in 2008, the discovery of the breach meant that ASIO had the opportunity to alter the designs of the building to reduce the risk of espionage.

The lakeside glass and concrete structure was to be completed in 2012, but has faced construction delays and cost blowouts since it was initially budgeted to cost AU$460 million.

Attorney General Mark Dreyfus, the minister in charge of the spy agency, said ASIO will move in this year.

Chinese Foreign Ministry spokesman Hong Lei said China opposed hacking in any form and questioned what evidence the ABC report relied on.

"Since it is technically untraceable, it is very difficult to find the source and identify the hacker," Hong said. "Therefore we have no idea what is the evidence for their report in which they make the claim with such certainty."

He said countries needed to cooperate to fight hacking. "Groundless accusations won't solve the problem," Hong said.

ASIO has grown rapidly since the al-Qaida attacks on the United States on Sept. 11, 2001, and needs the new headquarters to house its growing staff that has trebled to almost 1,800 in a decade.

Intel officials: Pakistan Taliban No. 2 is buried

DERA ISMAIL KHAN, Pakistan (AP) ? The Pakistani Taliban's deputy leader was buried hours after he was killed in a U.S. drone strike, Pakistani intelligence officials and militants said Thursday.

The death of Waliur Rehman has not been confirmed by the White House or the official Pakistani Taliban spokesman, but if true, it would be a major blow to the militant group whose bombings and other attacks have killed thousands.

Rehman's killing in a U.S. drone strike on Wednesday could also rattle the incoming Pakistani ruling party's goal of negotiating with the Taliban. Rehman had previously been considered more amenable to peace talks than his superior, Hakeemullah Mehsud, who remains at large.

Rehman and four other people were killed on Wednesday morning by the drone-fired missiles that slammed into a house on the outskirts of Miran Shah, the main town in the North Waziristan tribal region, according to Pakistani intelligence officials.

Two intelligence officials told The Associated Press on Thursday that informants on the ground told them Rehman was buried on Wednesday night. Also, two militants told the AP they attended the burial at a graveyard outside Miran Shah. All four spoke on condition of anonymity because they were not authorized to speak to the media.

Journalists have little access to North Waziristan or other tribal regions bordering Afghanistan, making independent confirmation of the claims difficult.

The missile attack was the first since Pakistan's May 11 elections, which ushered in a new ruling party that has promised to push the U.S. to end such strikes. It also followed President Barack Obama's speech last Thursday during which he pledged more restrictive rules on the use of drones.

White House spokesman Jay Carney declined to confirm Wednesday if Rehman was dead. He said if it's true, Rehman's death would deprive the militant group of its chief military strategist, a man the U.S. says was involved in an attack that killed seven CIA employees in Afghanistan.

In 2010, Washington offered $5 million for information leading to Rehman.

The U.S. drone program is deeply unpopular in Pakistan, even though the number of strikes has dropped significantly since 2010. The strikes usually target al-Qaida-linked insurgents or other militants who fight in Afghanistan, but some have killed militants at war with Pakistan's government.

The Pakistani Taliban has been battling government forces for years in a bid to push them from the tribal regions, cut Pakistan's ties with the U.S. and eventually establish their brand of hardline Islam across Pakistan.

Pakistan's incoming prime minister, Nawaz Sharif, has said he is against the use of American drones on Pakistani soil, and that he is open to negotiating with the Pakistani Taliban. But Rehman's death could complicate that by depriving the process of a potential key player.

Rehman was believed to be about 42 or 43 years old and was from South Waziristan, said Mansur Mahsud, director of administration and research at the Islamabad-based FATA Research Center. He had already been fighting American troops in Afghanistan when the Pakistani Taliban was created in late 2007 and he turned his focus more onto Pakistani targets.

"He was a very cool-minded person, a very intelligent person and he was someone that the government could talk to," Mahsud said.

The Pakistani Ministry of Foreign Affairs condemned the drone strike Wednesday but did not mention Rehman. Senior Pakistani civilian and military officials are known to have supported some of the drone strikes in the past, but many say that is no longer the case.

US the focus in markets as Nikkei joins selling

LONDON (AP) ? Japanese shares dropped sharply Thursday as the country's investors responded to the big falls posted around the world in the previous session. Trading in markets elsewhere was fairly insipid ahead of key U.S. economic data.

Japan's Nikkei index tumbled 5.2 percent to close at 13,589.03, the latest in a series of eye-popping falls. Though the Nikkei remains around 30 percent higher for the year, it's down 13 percent from its peak on May 22. Japanese investors appear to be increasingly doubtful over whether the government's economic strategy can extricate the country from years of economic malaise despite a previous bout of euphoria.

The main reason why the Nikkei is still up strongly this year is the optimism that was initially generated by the Bank of Japan's aggressive new monetary stimulus. The prospect of more yen in circulation weighed on the currency, which has fallen sharply to the relief of the country's exporters. Some of that fall appears to be unwinding, and the yen is trading off its lows ? by late morning London time, the dollar was 0.3 percent lower at 100.88 yen.

Despite the sharp falls in Tokyo, trading elsewhere has been muted.

European shares recouped some of Wednesday's losses with the FTSE 100 index of leading British shares up 0.2 percent at 6,637. Germany's DAX rose the same rate to 8,355 while the CAC-40 in France was 0.4 percent higher at 3,991.

Wall Street was poised for a flat opening though much will likely hinge on figures released later ? Dow futures were unchanged while the broader S&P 500 futures fell 0.1 percent.

"Over the last couple of weeks, the negativity in Asia has followed through to the European session, but we're not seeing this today," said Craig Erlam, market analyst at Alpari. "Instead we're essentially seeing investors sit on the sidelines and see how things play out. Investors are clearly a very cautious at the moment, especially ahead of some major economic releases in the U.S. this afternoon."

The key focus later will likely be the second estimate of first quarter U.S. economic growth as well as weekly jobless claims.

The figures will be analyzed in terms of what they do to Fed policy. On Wednesday, investors were roiled by concerns that the Fed will start reducing the amount of financial assets it buys each month in an attempt to lower long-term interest rates and shore up the U.S. economic recovery. That new money has found its way into financial markets and given a number of assets, such as stocks, a big push.

"The key focus today will be on U.S. GDP which is expected to underpin the ongoing U.S. recovery with a 2.5 percent growth rate expected," said Brenda Kelly, senior market strategist at IG. "Any deviation from this number would be interesting and confounding; given the market obsession with Fed easing a better-than-expected number could well be equity-negative."

It will also be interesting to see the response in currency markets to the figures. Though the prospect of a change in Fed policy has helped the dollar advance across a range of currencies over recent weeks, its advance has gone into reverse this week as traders book profits. The euro, for example, was up a further 0.3 percent Thursday to $1.2984.

Earlier in Asia, Hong Kong's Hang Seng shed 0.3 percent to 22,484.31 while Australia's S&P/ASX 200 dropped 0.9 percent to 4,930.70. China's Shanghai index fell 0.3 percent to 2,317.75.

Oil prices drifted lower, with the benchmark New York rate down 65 cents at $92.48 a barrel.

Operative death rates higher at weekend, warn researchers

May 29, 2013 ? There is a higher risk of death for patients who have elective surgery later in the week and at the weekend, compared with those earlier in the week, a new paper? suggests

Previous research has suggested a significantly higher risk of death if admitted as an emergency patient at the weekend compared with a weekday. Plus, other papers have described the "weekend effect."

Researchers offer two potential explanations for this: poorer quality of care at the weekend (which can be attributed to staffing levels and / or less senior / experienced staff) and patients who are admitted or operated on at the weekend being more severely ill.

In this, the first study to focus on day of elective surgery to report a 'weekday effect', researchers from Imperial College London investigate death rates for planned admissions by day of the week of procedure, hypothesising that if there is a quality of care issue at weekends, higher death rates would be seen.

National hospital administrative data were used, linked with death certificates. Information was used on patients' age, gender, source of admission and diagnoses. Mortality outcome was defined as any death occurring within 30 days of the index procedure.

The researchers focussed their study on five higher-risk major surgical procedure groups: excision of esophagus and / or stomach; excision of colon and / or rectum; coronary artery bypass graft; repair of abdominal aortic aneurysm and excision of lung.

There were 4,133,346 elective inpatient surgical procedures with 27,582 deaths within 30 days of the date of procedure during 2008/2009 to 2010/2011. 4.5% of this surgery was performed at the weekend.

Weekend patients tended to have fewer diseases, fewer admissions, longer waiting time and lower-risk surgery.

The overall risk of 30-day death for patients undergoing elective surgery increased with each day of the week the procedure was performed (by an odds ratio factor of 1.09 per day from Monday). Compared with Monday, the risk of death was significantly higher if procedures were carried out on a Friday. There were also significant differences in the observed rates of death for each day of the week, compared with Monday, for all procedures.

The 30-day mortality rates (for the five selected major survival procedures) per 1000 admissions were: 35 for excision of esophagus and/or stomach; 24 for excision of colon and/or rectum; 20 for coronary artery bypass graft; 34 for repair of abdominal aortic aneurysm and 20 for excision of lung. All procedures, apart from repair of abdominal aortic aneurysm, had statistically significant trends towards higher mortality at the end of the working week and weekends compared with Monday.

The findings suggest that the weekend effect might be more pronounced for patients with more diseases and for patients with three or more previous admissions, than for patients with none.

The researchers say that their analysis confirms their hypothesis that there is a 'weekday effect' on mortality for patients undergoing elective surgery. They say that serious complications are more likely to occur within the first 48 hours post-operatively and a failure to rescue the patient may be due to well-known issues relating to reduced, and / or locum, staffing and poorer availability of services.

They conclude that without more information related to surgical care processes, including the organisation of services / staffing, it remains unclear if the estimated risks can be entirely attributed to differences in quality of care and provision needs to be made for adequate services to support these patients and ensure the best outcome.

In an accompanying editorial, doctors from the Mount Sinai Hospital in Toronto say that reassuringly, the "weekend effect" is not due to reduced staffing levels. They say the paper's findings do however beg the question, what makes these patients different? Doctors Kwan and Bell question whether there are any differences between "surgeons who operate or the surgical teams who work at weekends and those who work in the week." They conclude the scheduling of elective procedures can be controlled but ask whether we are willing to "sacrifice the safe provision of care for shorter procedural wait times and length of stay."

Justin Bieber may be living life in the fast lane, but when it comes to his home turf, folks literally want him to slow down.

On Monday evening, police visited the singer's Los Angeles home in response to calls complaining about Biebs' alleged reckless driving.

The Los Angeles County Sheriff's Department confirms to E! News that cops went to the "Beauty and a Beat" crooner's house, but no other information was disclosed.

A source, meanwhile, tells E! News that police received numerous calls on Monday complaining of Bieber's alleged driving while in the neighborhood.

The complaints stated that the star was reckless and drove too fast while children were outside.

This wouldn't be the first time Bieber's faced off with the folks in his 'hood: In March, the 19-year-old was accused of threatening a neighbor and spitting in his face after the two got into an alleged altercation.

Report: Plans for Australia spy HQ hacked by China

CANBERRA, Australia (AP) ? The Australian government is under pressure to reveal whether Chinese hackers stole the blueprints of a new spy agency headquarters under construction in Canberra, the nation's capital.

Australian Broadcasting Corp. television reported on Monday night that the plans of the Australian Security Intelligence Organization building had been stolen through a cyberattack on a building contractor.

Des Ball, an Australian National University cybersecurity expert, says the Chinese could use the blueprints to bug the building.

Attorney General Mark Dreyfus, the minister in charge of the spy agency, on Tuesday refused to confirm or deny the report, citing a longstanding government policy of declining to comment on security matters. The Greens party have called for an inquiry into the claim.

Dinosaur chomped like a bird of prey, say scientists

A study of an Allosaurus fossil found that the massive dinosaur dined more like a kestrel than a crocodile, tearing flesh from carcasses by pulling its head straight back.?

At first glance, a nearly 30-foot long, 150-million-year-old dinosaur may not seem to have much in common with a modern-day bird of prey, but according to new research, the Allosaurus and the falcon at least had the same table manners.

In a study published this week in the journal?Palaeontologia Electronica, Ohio University researchers used a CT scanner to create a digital image of an Allosaurus fragilis skull. After adding neck and jaw muscles, air sinuses, and a windpipe to the image, they then, using a physics simulator, modeled how the dinosaur would have moved its head.

They found that, unlike the Tyrannosaurus, which paleontologists say dismembered its victims by thrashing its head from side to side like a crocodile, the Allosaurus, which, like Tyrannosaurus walked on two legs and had stubby forelimbs, most likely dined by biting into its prey and then tearing the flesh retracting its head back and upward.

Their discovery hinged on a neck muscle that?was unusually positioned on the Allosaurus. On most predatory dinosaurs, such as the T. rex the longissimus capitis superficialis runs along the side of the neck, where it attaches to a bony protrusion at the base of the skull. But on the Allosaurus, the muscle is attached much lower on the skull.?

"This neck muscle acts like a rider pulling on the reins of a horse's bridle," said ?Ohio?University paleontologist Eric Snively, the study's lead author, in an Ohio University press release.?"If the muscle on one side contracts, it would turn the head in that direction, but if the muscles?on both sides pull, it pulls the head straight back."

Most Allosaurus specimens, including the one used in this study, have been unearthed in the western United States, in a fossil-rich region known as the Morrison Formation. During the late Jurassic period, about 150 million years ago, the Allosaurus sat at the top of the food chain. In 2005, paleontologists detailed?evidence?of combat between Allosaurus and Stegosaurus, suggesting that the armored quadroped was on the Allosaurus's menu.

The Tyrannosaurs lived much later, about 65 million years ago.

"Apparently one size doesn't fit all when it comes to dinosaur feeding styles," said Dr. Snively. "Many people think of Allosaurus as a smaller and earlier version of?T. rex, but our engineering analyses show that they were very different predators."

Both genuses are theropods, a group of two-legged dinosaurs that includes today's birds. In other words, the Allosaurus and the falcon have at least one more thing in common: they are both dinosaurs. ?

How can Chuck Hagel fix military sexual assault epidemic?

President Obama and Defense Secretary Chuck Hagel have stressed to graduates of the US military academies that rampant rates of sexual assault could corrode the force.

On consecutive days, President Obama and Defense Secretary Chuck Hagel have told the next generation of military leaders that sexual assault is threatening the dignity and effectiveness of the force.

Though the war in Afghanistan continues, the Obama administration has, in many ways, already begun to turn the Pentagon toward a new set of challenges. Mr. Obama's address to the National Defense University Friday spoke to the strategic parts of that shift ? from stricter rules for drone strikes to new rules for the detention facility at Guant?namo Bay.

But the president's speech the same day to graduates of the US Naval Academy in Annapolis, Md., stressed that stamping out an epidemic of sexual assault within the military must also be a primary goal. Secretary Hagel made the same point Saturday in a speech to graduates at the US Military Academy in West Point, N.Y.

But what can be done?

There is ample evidence to suggest that no solution will be easy or quick. A survey released earlier this month suggests that 26,000 people in the military were sexually assaulted in the previous year ? a rate of 70 a day. Moreover, only 3,400 incidents were reported, suggesting a widespread lack of confidence in the military justice system on the issue.

Due to a lack of research, the trend line is unclear. The current number is up from the previous year (19,000) but down from 2006 (34,000).

Meanwhile, recent weeks have brought a flood of troubling allegations. This month, two members of military sexual-assault prevention units ? one for the Air Force and one at the Army's Fort Hood in Texas ? have been accused of sexual assault. And last week, a sergeant at West Point was charged with secretly videotaping female cadets in the shower.

Sen. Claire McCaskill (D) of Missouri has introduced a bill to ensure that ?never again will a victim have to salute an assaulter," according to NBC News. It would require a member of the military who has been found guilty of sexual assault to be dismissed or dishonorably discharged. While it would also prohibit a commander from nullifying or changing a sexual-assault conviction, it would not remove sexual-assault cases from the chain of command entirely.

That has been a point of contention for critics, who note that commanders often reduce or eliminate punishments resulting from sexual-assault investigations. To address this, a competing bill by Sen. Kirsten Gillibrand (D) of New York would create a separate procedure for dealing with sexual-assault cases.

Bangor - You could say it has been raining cats and dogs this weekend, but at the Bangor Humane Society it was a kitten shower.

It's part of kitten season. That's the time of year when the humane society brings in kittens who need new foster homes.

The shelter encourages people to bring in gifts for the new kittens.

The baby cats must be eight weeks old before they can be adopted, in the meantime the humane society and foster families take the kittens in.

Animal Care Technician at the Bangor Humane Society, Mariah Cassidy, said, "They need pretty much everything that you would if you have your own cat: liter box, littler, food, wet food, treats, blankets, beds, cat beds are always great."

The humane society is always accepting donations.

The tropical upper atmosphere 'fingerprint' of global warming

In the tropics at heights more than 10 miles above the surface, the prevailing winds alternate between strong easterlies and strong westerlies roughly every other year. This slow heartbeat in the tropical upper atmosphere, referred to as the quasibiennial oscillation (QBO), impacts the winds and chemical composition of the global atmosphere and even the climate at Earth's surface.

The pulse of the QBO has weakened substantially at some altitudes over the last six decades, according to a new study by scientists at the International Pacific Research Center, University of Hawaii at Manoa, and the Japan Agency for Marine-Earth Science and Technology. The decline in the strength of the QBO is consistent with computer model projections of how the upper atmosphere responds to global warming induced by increased greenhouse gas concentrations. The study appears in the May 23, 2013, online issue of Nature.

"This is the first demonstration of a systematic long-term trend in the observed QBO record," says co-author Kevin Hamilton and Director of the IPRC. "We see a similar trend in computer models of the global atmosphere when they simulate the last century using the historical changes of greenhouse gases. So this change in upper atmospheric behavior can be considered part of the "fingerprint" of the expected global warming signal in the climate system."

The global atmospheric circulation is characterized by air slowly rising in the tropics into the upper atmosphere and sinking at higher latitudes. While this circulation is so slow that a blob of air may take decades to travel to the upper atmosphere, it impacts the chemical composition of the global atmosphere because many chemical properties are very different in the lower and upper atmosphere layers. Although computer models used to project climate changes from increasing greenhouse gas concentrations consistently simulate an increasing upward airflow in the tropics with global warming, this flow cannot be directly observed.

"We demonstrated that the mean upward-air motion suppresses the strength of the QBO winds in the models and thus interpret our observed weakened QBO trend as confirmation that the mean upward velocity in the tropics has indeed been increasing," notes Hamilton.

Hamilton provides an example of why the upward airflow is so significant: "The manufacture of ozone-destroying chemicals such as the freon compounds used in the past in spray cans and in refrigerators has been largely banned for over 20 years. These chemicals, however, remain in the atmosphere for many decades. They are slowly flushed out of the lower atmosphere into the upper atmosphere where they are destroyed. Stronger mean upward airflow transports these chemicals more quickly into the upper atmosphere, and the ozone layer will recover more quickly to its natural state before the introduction of man-made freon compounds."

Facilities, history at root of Iowa baseball issues | TheGazette

IOWA CITY?? Iowa baseball hasn?t finished atop the Big Ten regular-season standings since 1990, and the Hawkeyes are tied with Northwestern for the lowest winning percentage in league tournament history.

Every Big Ten baseball program but Northwestern boasts a newer stadium than Iowa?s Duane Banks Field. Every Big Ten public-school baseball coach made more money than former coach Jack Dahm in 2012.

Iowa?s baseball tradition is as unforgiving as the recent spring, which kept the program from practicing outside all but five times this season. Just twice since 1996, the Hawkeyes have earned winning seasons. Their revenues were the second-lowest among the Big Ten public schools in 2012, and Iowa?s expenses were third from the bottom, according to public records disclosed to The Gazette through the Freedom of Information Act.

Dahm was released as Iowa?s coach Thursday, and the Iowa Athletics Director Gary Barta will conduct a national search for his replacement. While Dahm won less than 44 percent in 10 seasons, there are many reasons for the program?s lack of success, such as facilities.

?From an arms race, from a facilities standpoint, every program has built a brand-new stadium or done major renovations to their stadium except for us and Northwestern,? said Dahm, whose contract was not renewed for next season.

?Iowa?s made a ton of progress with facilities. However the No. 1 thing with baseball/softball is you need to be able to hit at any time. It just hasn?t gotten done here.?

In inclement weather, especially this March and April, the baseball program had nowhere to go. Multiple sports now use the new indoor football facility but football program claims precedence during spring practice. There are four batting cages inside the building, but baseball often was shut out.

?Not many Division I baseball programs don?t have indoor batting cages that they can use at any time,? Dahm said.

Duane Banks Field was built in 1974, and the surface was replaced in 2010. Lights were added in 2002, but most improvements have been cosmetic. Since 2002, seven Big Ten baseball programs have either new or refurbished stadiums costing a minimum of $4 million. Ohio State?s $4.7 million stadium was built in 1996 (and renovated in 2011), and Illinois? 1988 stadium twice has seen major upgrades.

Iowa Athletics Director Gary Barta plans to close the gap between Iowa and its Big Ten competitors. In 2015, a $15 million indoor multipurpose facility with FieldTurf will open near the Hawkeye Tennis and Recreation Complex. The university?s band will use the building in the fall, and both the baseball and softball teams will have access in the winter and spring.

Barta will unveil a strategic plan this fall with plans to build an Olympic sports village on the west campus. It?s likely to have new stadiums for Iowa?s baseball, softball and track teams.

?It?s the chicken and the egg discussion,? Barta said. ?We?ll be talking to people about it. But at this point we don?t have the funding for it. So it?s not something that?s imminent in the next couple of years, but it?s something that certainly we?re thinking about over the next 5-10 years.?

But Barta believes the baseball program?s current facilities are good enough to compete among the Big Ten?s best right now.

?I certainly don?t think we?re positioned to be in the College World Series on an annual basis,? Barta said. ?But being in the top half of the Big Ten is something that I know we should expect and missing it once in a while might be OK. If we?re in the top half of the Big Ten, and we?re in the tournament every year, it gives us a chance when everything comes together to compete for a championship.?

Until, then Barta wants the new coach to generate interest. Iowa boasts the state?s only Division I baseball program, and said ?it?s a good environment? for the sport to succeed.

?We need Duane Banks Field to be alive again,? Barta said. ?There?s been some apathy, and that?s all of our responsibility, not just the head coach?s. When you take all of that into account, what we need to be competitive, we certainly want to raise the bar to shoot even higher; that?s where we?re at. I?m very confident we can compete with what we have right now and keep working at adding to that.?

Stocks rise on Fed stimulus hopes, home sales

NEW YORK (AP) ? Stocks are moving higher Wednesday after Federal Reserve Chairman Ben Bernanke said it was too soon for the central bank to pull back on its economic stimulus programs.

Investors were also encouraged by news that sales of previously-occupied U.S. homes rose last month to the highest level in three and a half years.

The Dow Jones industrial average was up 40 points before Bernanke began his testimony before a congressional committee at 10 a.m., then jumped as much as 154 points shortly after he began speaking.

"It's up, up and away," said Stephen Carl, head of stock trading at the Williams Capital Group. "Bernanke started talking about continuing (stimulus) and that kind of fueled things."

The Dow pared its gain after Bernanke told lawmakers in a question-and-answer session that the central bank could not rule out tapering its stimulus programs by the fall.

By 12:30 p.m. Eastern Daylight Time the Dow was up 100 points at 15,488, an increase of 0.7 percent.

The Standard and Poor's 500 index rose 11 points to 1,680, an increase of 0.7 percent.

The Federal Reserve has been keeping short-term interest rates near zero to encourage people and businesses to borrow and spend more. The Fed has also been buying $85 billion worth of bonds each month to keep long-term interest rates low.

Later on Wednesday, the Fed will release minutes of its latest policy meeting.

The National Association of Realtors said Wednesday that sales of previously occupied homes rose to a seasonally adjusted annual rate of 4.97 million in April, helped by a jump in the number of homes available for sale.

All 10 industry groups in the S&P 500 were higher. Health-care stocks led the index with a gain of 1.6 percent.

Among stocks making big moves:

?Bristol-Myers Squibb jumped 7 percent, or $3.16, to $47.22 after a Citigroup analyst raised his rating on the drugmaker. The analyst said the company could be a big winner with a group of cancer treatments under development.

?Saks rose $1.89 to $15.57, or 14 percent, after The New York Post reported the luxury retailer had hired Goldman Sachs to explore options for the company, including a possible sale. A spokesman for Saks declined to comment.

?Target fell $2.54, or 4 percent, to $68.73 after announcing a 26 percent drop in first-quarter profits. The company also said full-year earnings may come in lower than previously expected.

? Homebuilders rose after the home sales report came out. Lennar rose $1.18 to $43.65, or 3 percent. Toll Brothers, which also reported a 46 percent surge in second-quarter earnings, jumped $2.63, or 7 percent, to $38.63.

On Tuesday, stocks rose after James Bullard, president of the St. Louis branch of the Federal Reserve, told an audience in Germany that the central bank should continue buying bonds.

Both the Dow and the S&P 500 are up 18 percent since the start of the year.

The Russell 2000 index of small-company stocks rose six points to 1,003, a gain of 0.4 percent. The index is at a record high and is headed for its first close above 1,000 points.

The surging Russell is a sign that investors are increasingly comfortable with risk. Unlike many of their big counterparts, small companies lack the financial resources to easily ride out economic downturns and investors worried about future economic growth tend to avoid them.

The Dow and the S&P are also at records.

Another sign of surging confidence on Wednesday: Investors sold Treasury bonds, which are considered one of the safest assets. Selling of the benchmark 10-year Treasury note pushed its yield up to 2.02 percent from 1.93 percent late Tuesday.

The Nasdaq composite was up 11 points at 3,518, or 0.7 percent.

The price of gold fell $6.50 to $1,371 an ounce, an drop of 0.5 percent. Crude oil fell $1.34 to $94.82 a barrel on the New York Mercantile Exchange.

Amazon Unit to Expand in Fairfax Co., Add 500 jobs

HERNDON, Va. ? A subsidiary of Amazon.com Inc. is expanding in Fairfax County and expects to provide 500 new jobs.

Virginia Gov. Bob McDonnell announced Wednesday that Amazon Web Services plans to open an office in the Herndon area.

Amazon Web Services provides cloud computing services to business and government customers. On Tuesday the company announced it had received authority to operate under a government program designed to streamline cloud computing services.

The company was lured in part from a $500,000 grant from the Governor?s Opportunity Fund. The state grant will be matched by county funds that will be used to improve an intersection in Herndon near the office site.

Cameron Family Loses Mobile Home in Storm | 5NEWSOnline.com

Northwest of Poteau, a family in Cameron lost their mobile home in the severe weather that struck Monday (May 20).

?He was watching the storm out of the window and he told me something just blew across the yard,? said homeowner Brian Johnson. ?The skies lit up again and he said I believe that?s our trailer.?

Strong winds in Cameron turned the Johnson family?s mobile home into a pile of wreckage.

?I saw the trailer going across the yard and then out of nowhere it just kind of landed,? said Kealton, Johnson?s son.

The Johnson family ran to a nearby relative?s house for more stable shelter during the storm. They said the storm?s fury was unforgettable.

?Once he said that really, I guess, a state of shock, I was at a loss for words last night,? Johnson said.

?I just went over and hugged my dad and he said everything was going to be alright,? Kealton said.

The items that they lost on Monday are replaceable. The family says they?re happy that they made it out alive.

?My TV, my Xbox, I?d really like to have that back,? Kealton said. ?I lost my pictures and most of my clothes. It might go easy, it might go good. Gods got us in his hands.?

After their home was destroyed, family members like Richard, a cousin, offered support.

?It?s just absolute devastation it doesn?t look like anything?s salvageable out of their home,? Richard said.

The family has a long road ahead.

?As hard as it is I feel blessed to have made the decision to get out,? Johnson said.

The family and community plan to help.

?He?s got a lot of friends and family and we got a good community here and hopefully people will come together and help him put the pieces back together,? Richard said.

Johnson?s insurance company told him to wait to salvage any items until they feel the home is safe enough to inspect.

The Johnson family will live with relatives for the time being.

'Clouds' Singer Dies Of Cancer At 18 - Hollywood Life

So sad. The Minnesota teen, who wrote and posted a farewell song on YouTube during his bone-cancer fight, succumbed to his illness at home on May 19.

Zach Sobiech,?who fought bone cancer since?he was diagnosed with osteosarcoma?at 14 years old, was told by doctors in June 2012 that he had less than a year to live. Zach wrote, recorded and released ?Clouds,? a song about facing death, on YouTube in December, and it?s been viewed at least three million times since its release.

?Zach was at home and at peace with those he loved most. Zach?s life ended just as he lived, embraced by the love of his family, friends, grace and music,??the Children?s Cancer Research Fund announced on its?website.

The Children?s Cancer site added,??Cancer may have taken Zach too soon, but he leaves a lasting legacy that many of us will never achieve. His message of love and hope delivered through infectious lyrics and simple tunes have imprinted on the minds and hearts of millions around the world.?

Zach?s family, who hope to carry on his mission to help kids with cancer, released a statement as well.

?It is with heavy heart that we announce the passing of our son Zachary David Sobiech.?Our family has been blessed not only by his amazing presence in our lives, but also by the love and support of our family and friends and by so many people in the community. In particular we?d like to thank those people who listened with their hearts and helped Zach bring his message and his music to the world,??his family said in a statement, obtained by the?Today?show.

Sporting events can bring a community together, such as when the Louisville Cardinals won the NCAA championship and University of Louisville campus was filled with camaraderie. They also can fuel bitter rivalries, such as the long-standing animosity between the St. Louis Cardinals and the Chicago Cubs. A University of Missouri study has found that testosterone levels during group competition are modulated depending on the relationships among the competitors and may be related to the formation of alliances in warfare.

"One interesting thing about humans is that we are the only animal that competes in teams," said Mark Flinn, professor of anthropology at MU. "Our hormonal reactions while competing are part of how we evolved as a cooperative species. What we found in our study is that although male's testosterone levels increase when men are victorious against strangers or rivals, levels of the hormone tend to stay the same when competing against friends."

Flinn and his research team studied males from varying age groups on the island of Dominica while they played dominoes or cricket. Flinn found that when males competed against a group outside of their community, their testosterone levels rose during and after competition if they won, but diminished following a defeat. However, when males competed with their friends, their testosterone levels did not change in response to victory or defeat.

Competing in sport coalitions can raise testosterone levels in males, but males don't have to be competing in order to see a rise in testosterone. Flinn says that when watching a favorite sport team the viewer is a part of a coalition of fans in the community and can also get a rise in testosterone levels while watching games.

"For example, when MU plays the University of Kansas, males will probably have a huge increase of testosterone during the game and afterwards if their team is victorious," Flinn said. "At the same time we can create a coalition of fans while attending the game and bond together during the event."

Flinn suggests that coalitions may have had important effects on the evolution of human social psychology.

"The fascinating thing about humans is that whether we are watching or playing the sport, we have the ability to put interactions among the whole team in our heads," Flinn said. "That just shows how complex our social psychology is. For example, a hockey or basketball player can anticipate how his teammates are going to react when he passes to each one of them and predict the outcome. The ability for humans to be able to do that is pretty astonishing."

Members of Flinn's research team include Davide Ponzi, now a postdoctorate at the University of Chicago, and Michael Muehlenbein, associate professor of anthropology at Indiana University.

Connecting via Facebook, emails, texting, tweets and instant messages can be convenient. Technology can offer fast ways to ask your husband to pick up lettuce at the grocery store on the way home or to let your wife know that you?ll be home later than usual.

But according to new findings, this convenience may come at the cost of?closeness in your?relationship.

That?s because?reserchers from Oxford University?have found?couples who keep in touch too much via technology tend to have less satisfying marriages.

How could this be?

The study surveyed social media used by 3,500 couples, including Facebook, emails, texts, tweets and instant messages. Couples who used five or more electronic channels of communication reported an average of 14 percent less relationship satisfaction than couples who were less electronically connected.

Shouldn?t connecting more ? in any capacity or modality ? foster closeness?

Well, yes and no.?Any connection a with loved one beats no connection at all, provided that the connection is neutral or positive. Sending a text that reads, ?See you after work? is neutral information-sharing. On the other hand, sending a text that says, ?I love you!? conveys a much more positive message and fosters loving feelings? at least a bit. And swapping naughty texts back and forth over the course of the day gets you hot for each other when you climb in to bed together at night.

However, virtual connecting is never a substitute for physical togetherness and it can sometimes make matters worse in your relationship. Here are four reasons why:

1. Technology makes it easier to fight dirty.?

Anger can be too easily impulsively shot out in an email or text. Too many folks dash off a quick nasty comment in response to something that annoyed them. If they click and send before they?ve had time to calm down and think through a more tactful response, there?s likely to be trouble ahead.

2. ?Checking things online? interrupts your quality time together.?

Folks who connect over so many electronic channels with their loved ones may be doing the same with friends and business partners. Therein lies the problem. Maintaining all those connections can slice and dice your time with your main loved one. Each and every interruption to your time alone together diminishes the intensity of your connection.

3. Virtual connections can?t replace physical intimacy.?

When you receive a text or read an email, all you get is information. You don?t receive smiles, hugs, laughter or touch. Whatfosters loving feelings with significant others usually involves physical contact ? simple thingslike gazing lovingly at each other, holding hands, whispering sweet nothings. Eye-to-eye and skin-to-skin contact all turn on the love hormone oxytocin. This chemical in your brain enhances your feelings of?affection?and increases your sense of bonding with your partner. This is something you can?t express over a text message.

4. Messages are easily misinterpreted.

Texts can only convey so much through words without what psychologists call ?prosody??or?the sound of voices. This means that misinterpretations of texts can run rampant. Sending a text that reads, ?See you after work? can be interpreted as an annoyed order if the receiver is sensitive. In this regard, at least phone calls (which add voice to the bandwidth) are less likely to create upsets from misperceptions.

Sharing thoughts makes at least some emotional connection, which is part of why many couples like to talk as a prelude to?sex. At the same time, talking enhances connection power when you are physically together, because you can see each other, hear each other and touch each other. And that can never be conveyed over technology of any kind.

(AP) ? President Barack Obama seemed to lose control of his second-term agenda even before he was sworn in, when a school massacre led him to lift gun control to the fore. Now, as he tries to pivot from a stinging defeat on that issue and push forward on others, the president finds himself rocked by multiple controversies that are demoralizing his allies, emboldening his political foes and posing huge distractions for all.

It's unclear how long he will be dogged by inquiries into last year's deadly attack in Libya, the IRS targeting of tea party groups and now the seizure of Associated Press phone records in a leak investigation. But if nothing else, these episodes give new confidence and swagger to Republicans who were discouraged by Obama's re-election and their inability to block tax hikes as part of the Jan. 1 "fiscal cliff" deal.

Taken together, these matters will make it harder for the administration to focus on its priorities - racking up a few more accomplishments before next year's national elections.

"It's a torrential downpour, and it's happening at the worst possible time, because the window is closing" on opportunities to accomplish things before the 2014 campaigns, said Matt Bennett, who worked in the Clinton White House. From here on, he said, "it's going to be very, very difficult."

So far, there's no evidence that Obama knew about - let alone was involved in - the government actions in question. But a president usually is held accountable for his administration's actions, and Republicans now have material to fuel accusations and congressional hearings that they hope will embarrass him, erode his credibility and bolster their argument that his government is overreaching. Even some of his Democratic allies are publicly expressing dismay at the AP phone records seizure.

Obama advisers on Tuesday cast the trio of controversies as matters that flare up in an institution as complex as the U.S. government, and they questioned the impact of them. The one exception, advisers said, was the brewing scandal at the Internal Revenue Service, which they see as the issue most likely to strike a chord with Americans.

The IRS has apologized for what it calls "inappropriate" targeting of conservative political groups, including tea party affiliates, that were seeking tax-exempt status in recent years. A Treasury Department inspector general's report released Tuesday concluded that ineffective management led to the targeting, and Attorney General Eric Holder said he had ordered a Justice Department investigation.

But he distanced himself from the decision to subpoena the AP records, saying he'd had no part in it, stepping aside because he had been interviewed in a government investigation into who provided information for a news story that disclosed details of a CIA operation in Yemen.

The press case sparked bipartisan outcry, with several GOP and Democratic officials questioning Holder's department's actions in the matter. Republican National Committee Chairman Reince Priebus said the attorney general should resign over the issue, adding: "Freedom of the press is an essential right in a free society."

Connecticut Sens. Richard Blumenthal and Chris Murphy, both Democrats, called on the Justice Department to explain the records seizure. And Rep. Steny Hoyer of Maryland, the House's second-ranking Democratic leader, said, "This is activity that should not have happened and must be checked from happening again."

As the press and IRS issues boiled over Tuesday, many conservative activists stayed focused on the attack last September in Benghazi, Libya, that killed four Americans, including Ambassador Christopher Stevens. Republicans have spent the past eight months accusing the Obama administration of ignoring security needs before the attack, and of revising subsequent "talking points" to play down the role of Islamic terrorists in the assault, which occurred at the height of Obama's re-election campaign.

Hillary Rodham Clinton ? the secretary of state at the time, and a possible presidential candidate in 2016 ? is the target of many GOP accusations.

Despite the noisy controversies, White House advisers tamped down suggestions that Obama would make any sudden moves, such as firing top officials or shaking up his team. In a Tuesday night statement on the inspector general's IRS report, Obama said he expected those responsible to be held "accountable" though he did not specify what that should entail.

On all three matters, the White House Tuesday steered blame to other administration agencies. The disputed Benghazi talking points, advisers said, were chiefly the CIA's work. In discussing the IRS controversy, the White House has emphasized the agency's independent status.. And Obama's spokesman has deflected all questions about AP phone records to the Justice Department, saying that the president and his aides didn't know about the case until they read press reports Monday.

Asked why Obama couldn't simply ask the attorney general about the Justice Department subpoenas, Carney said, "A great deal prevents the president from doing that. It would be wholly inappropriate for the president to involve himself in a criminal investigation that ... involves leaks of information from the administration."

The White House also tried to change the narrative on Benghazi. Carney accused congressional Republicans of giving a misleading description of an email from top Obama aide Ben Rhodes in order to make it look like the White House was supportive of efforts to downplay the prospect that the Benghazi attack was an act of terror.

"They decided to fabricate portions of an email and make up portions of an email in order to fit a political narrative," Carney said.

White House officials said Obama plans to press his second-term agenda as planned, but the contentious issues are complicating that effort. Amid new revelations about Benghazi and the IRS, Obama's attempts last Friday to highlight the implementation of key components of the health care law - his first term's signature accomplishment - were largely ignored.

Republican consultant John Feehery says the IRS and Benghazi controversies undercut the president's argument for increasing the government's role in health care and almost everything else. They undermine the notion, he said, "that government is trustworthy and can fix problems."

However, the biggest item now before Congress - whether to rewrite the nation's immigration laws and provide a pathway to citizenship for millions of people here illegally - may be barely touched by the hubbub. Many Republican leaders say the GOP must embrace immigration revisions to improve the party's weak standing with Hispanic voters, a fast-growing constituency. Denying Obama a victory on immigration, they say, could do even more damage to Republicans.

On other issues, including the never-ending partisan dispute over deficit spending, the White House's preoccupation with potential scandals may give Republicans a greater sense of confidence and support.

The claim of an IRS bias against conservative groups is what worries Democrats like Bennett most. The White House counsel's office was alerted about the inspector general investigation into the IRS on April 22, but did not inform the president, officials said.

Steve McMahon, a Democratic strategist, said Republicans will try to use investigations into the IRS actions, Benghazi and possibly the AP phone records "to run out the clock on the president's second term."

"The political risk of running endless congressional investigations is relatively minimal compared to the risk of opposing immigration reform, gun control and some of the other issues that have broad bipartisan support," McMahon said.
