Status quo and culture of blame-shifting fueling income inequality: DRP, MDP thumbnail

The Dhivehi Rayyithunge Party (DRP) and Maldivian Democratic Party (MDP) agree income inequalities are being fueled by vested interests, faulty government policies and a lack of educational training opportunities for youth.

President Dr Mohamed Waheed Hassan Manik recently?commented on the growing nationwide income disparity despite revenues doubling in the Maldives over the last decade, during a speech on Kan?ditheemu island in Miladhummadulu (Shaviyani) Atoll.

?The provision of incentives for the poor, and boosting their living standards to a certain minimum, are some of the efforts that could be undertaken,? Waheed said.

However the DRP and MDP have agreed that the government is grossly out of touch with the systemic problems fueling inequality in the Maldives.

?The political elite lead privileged lives and have no idea what is going on here. Many people like [President] Waheed have spent all their time overseas, which explains why public servants are primarily children of privilege with no life experience,? MDP Spokesperson MP Hamid Abdul Ghafoor told Minivan News.

?No one talks about this because they want to maintain the status quo,? he added.

DRP Deputy Leader and Spokesperson Ibrahim Shareef agreed.

?Politicians are blind to the realities of life because of political polarisation. There is no trust, everyone just shifts blame around,? he told Minivan News.

?People in a position to create change must work hard to achieve that change or problems pile up. What President Waheed is saying is one thing ? he may be sincere ? but let us see if it is different from what he is doing,? Shareef added.

Ghafoor and Shareef both highlighted that work and educational opportunities are very limited and still centralised in Male?. The disproportionate reliance on an inequitable tourism sector creates further income disparities.

?Government has not done enough?: DRP

Shareef told Minivan News the government has not done enough to correct these issues.

The ?best and brightest? are forced to leave their islands and settle in Male? or the resorts primarily located in the atolls surrounding the capital, while the ?rich get richer and the poor get poorer?.

?Government policies and vested interests continue to widen the [income] gap that has been created between ?haves? and ?have nots? over the years, and marginalised development.

?Competing with those [privileged] people is impossible unless we form capable structures conducive to equitable development, open ourselves for broad sections of society to participate in the workforce, and enact policies that redistribute wealth,? Shareef stated.

Shareef also discussed problems that have arisen from high economic dependency on the tourism sector, which was structured inequitably during the 30-year administration of former President Maumoon Abdul Gayoom.

?Gayoom restricted the tourism sector by only allowing ?certain families? and allies to build resorts,? Shareef explained.

?Now Maldivians with the capability and vision to build resorts are rarely provided the license or access to investment capital needed,? he added.

Shareef said more resorts targeted toward the ?middle market? are needed, in addition to anti-monopoly laws.

He also believes that the education system does not properly prepare youth for the service based economy, and is instead geared toward servicing the government.

Shareef emphasised that this shortcoming has created a huge economic problem whereby over 100.000 expatriates dominate the workforce, particularly among managerial, accounting, and clerical positions in resorts.

?There is something really wrong with the education system. We have very bright and capable youth, but 67 percent still fail O?Level exams,? he said.

?Thus, there are between 30,000 and 40,000 youth without jobs, however they think they are highly-educated so they do not take ?menial? jobs, preferring unemployment,? he said.

Shareef said there was an urgent need to reforming the education system to provide vocational training and raising awareness among youth that learning such skills was dignified.

?If youth are not willing, capable, or trained then the income gap widens. They just stay home loitering, spitting on and abusing passers-by.

?Meanwhile, we import labourers to do everything. This is a huge waste of human resources,? Shareef stated, calling for a ?master plan? to tackle the country?s social problems.

?Lack of awareness permits slave labour?: MDP

Ghafoor echoed Shareef?s remarks. He told Minivan News that the growing income inequalities are symptomatic of centralised, inequitable resource allocation ? particularly in the tourism sector ? as well as the lack of skills training for youth within the education system.

?The political right requires the status quo be maintained, which narrows the tourism base, and keeps the poor poor,? Ghafoor said.

?They take advantage of the lack of awareness [among youth and foreign workers], essentially creating conditions of slave labor,? he added.

Ghafoor explained how the educational skills training vacuum for Maldivian youth leads to a dependency on foreign labourers.

?At present there is a dependency on imported labour. Foreign workers ? especially Bangladeshis ? work under terrible conditions, for cheap, and this has led to a dramatic increase in human trafficking and human rights abuses.?

Ghafoor emphasised the serious resource allocation problem within government policies which compels youth to relocate to Male? for employment, or seek resort work.

?The young husbands and wives who do find work at resorts are separated from their families for prolonged periods of time. Where else would employees ?sleep on the shop floor? and not be able to return to their families at the end of an eight hour work day? This is really impacting the social fabric of the Maldives,? Ghafoor added.

The MDP had many ideas to correct the income disparities fueled by geographic distance, particularly regarding the tourism sector, Ghafoor said.

?The MDP has a plan for radically changing the tourism approach by focusing on providing adequate compensation through a national minimum wage, locations on or closer to inhabited islands, and protecting workers rights.?

Ghafoor emphasised the need for protecting workers rights as a means to not only reduce income inequalities, but also reduce human trafficking ? an issue, he said, that has only been discussed openly in the past three years.

?Proper governance, including the integration of International Labour Organisation (ILO) standards into legislation is essential, as is the development of the Tourism Employees Association of the Maldives (TEAM),? he added.

Developing guesthouses on islands ?where the average family can profit? was another option for decentralising the tourism sector and creating jobs on local islands.

Edmonds Military Wire: Six in 10 VA claim denials are in error

Despite some process and administrative changes in the Federal Veterans Administration, veterans can still expect they?ll have to fight to see their claim approved, and that approval could take well over three months if everything goes right.

As we start 2013, many of the headlines are expressing the angst of what now seems to be the perpetual fiscal cliff and the rather dismal unemployment numbers. Not to side track too much, but Ted Daywalt, president of VetJobs.com, believes ?unemployment will remain in the 7 percent to 9 percent range throughout 2013. This will be due to the stalled recovery and layoffs created by new federal regulations (DOL, EPA, etc.), new taxes, especially Obamacare and union actions.?

With our veterans experiencing some of the highest unemployment, the Department of Defense facing significant cuts in a matter of months, and more than a million service members cycling back into our communities over the next few years, one would think the VA would be preparing for a significant increase in claims ? and certainly their mandate would be ?efficiency and excellence.?

After all, haven?t those who volunteered to stand in the gap earned at least that when dealing with our government?

Unfortunately, the VA has a long way to go.

Rick Maze, staff writer for the Military Times, reports that six of 10 VA claims are in error. While Mr. Maze?s report is new, the problem isn?t ? as a matter of record this ?old problem? hasn?t improved much at all over the years:
- 31 percent of claims filed with the Veterans Affairs Department are likely to be denied ? and 60 percent of those denials will be erroneous.
- 60 percent of claims will take longer than 125 days to be processed, more than 7 percent of claims will be misplaced, and 4 percent will be completely lost.
- A veteran calling VA?s benefits hotline has just a 49-percent chance of being connected to someone and receiving a correct answer.

The report, ?The Veterans Disability System: Problems and Solutions,? was released Dec. 12, 2012 by the nonprofit National Center for Policy Analysis. Based on a review of the 870,000 benefits claims pending before VA in 2011 ? a number that has climbed to about 900,000 pending claims today ? the report says the pile of pending claims has grown despite the fact that VA is processing more claims than ever before and using a variety of new efforts to work faster and more accurately.

Government solutions to government problems typically are not known for being efficient and the report goes on to suggest that ?faster claims processing might be possible by contracting out administrative services or transferring claims processing from the federal government to states.?

The nonpartisan National Center for Policy Analysis, which specializes in retirement and health care programs, is skeptical about VA?s stated goal of eliminating the claims backlog by the end of 2015. VA ?is barely able to process current claims,? the report says, ?and has exhibited little to no progress toward their stated goal of 125 days and 98% accuracy for processed claims by 2015.?

The report goes on to state, ?The federal government, in general, does a poor job of administering disability benefits and services as evidenced by the state of Social Security Disability. But the Veterans Benefits Administration appears to be far worse.?

Bottom line: While Congress scrambles to get a budget passed, debate the debt ceiling and preserve their benefits, every day Americans are ?fighting for milk? ? to quote a great movie ?Cinderella Man.? Our veterans are coming home only to face a tough economy, misperception among hiring managers and a fight not only for milk but also for their benefits. It is time for real change.

Mass funeral held in Egypt after riots kill 37

PORT SAID, Egypt (AP) ? Tens of thousands of mourners poured into the streets of the restive Egyptian city of Port Said on Sunday for a mass funeral for most of the 37 people killed in rioting a day earlier, chanting slogans against Islamist President Mohammed Morsi.

Violence erupted briefly when some in the crowd fired guns and police responded with volleys of tear gas, witnesses said. State television reported 110 were injured.

"We are very worried about what may happen after the burial," said local youth activist Rasha Hamouda, noting the city was fraught with tension.

There was also a funeral in Cairo for one of two policemen killed in the Port Said violence a day earlier. Several policemen grieving for two colleagues heckled Interior Minister Mohammed Ibrahim, who is in charge of the force, when he arrived for their funeral, according to witnesses. The angry officers screamed at the minister that he was only at the funeral for the TV cameras ? a highly unusual show of dissent in Egypt, where the police force maintains military-like discipline.

Ibrahim hurriedly left and the funeral proceeded without him.

The violence in the city, about 140 miles northeast of Cairo, broke out on Saturday after a court on Saturday convicted and sentenced 21 defendants to death for their roles in a mass soccer riot in a Port Said stadium on Feb. 1, 2012 that left 74 people dead. Most of those sentenced to death were local soccer fans from Port Said. The 21 were convicted on murder charges and the court is to rule on the remainder of the 73 defendants in March.

The riots stemmed mostly from animosity between police and die-hard Egyptian soccer fans, known as Ultras, who have become highly politicized. The Ultras frequently confront police and were also part of the uprising that toppled Hosni Mubarak's regime two years ago.

They were also at the forefront of protests against the military rulers who took over from Mubarak and are now again on the front lines of protests against the Islamist President Mohammed Morsi, the country's first freely elected leader.

Mourners chanted "There is no God but Allah," and "Morsi is God's enemy" as the funeral procession made its way through the city after prayers for the dead at the city's Mariam Mosque. Women clad in black led the chants, which were quickly picked up by the rest of the mourners.

There were no police or army troops in sight. But the funeral procession briefly halted after gunfire rang out. Security officials said the gunfire came from several mourners who opened fire at the Police Club next to the cemetery.

A witness said the police responded to the gunfire with volleys of tear gas. The witness and the officials spoke on condition of anonymity because of the sensitivity of the situation in the city on the Mediterranean at the northern tip of the Suez Canal.

Survivors and witnesses of the Port Said soccer melee blame Mubarak loyalists for the violence, saying they had a hand in instigating the killings. The troubles erupted after Port Said's home team Al-Masry beat Cairo's Al-Ahly 3-1. Some witnesses said "hired thugs" wearing green T-shirts and posing as Al-Masry fans led the attacks.

Other witnesses said at the very least, police were responsible for gross negligence in the soccer violence, which killed 74 people, most of them Al-Ahly fans.

Anger at police was evident in Port Said, home to most of the 73 men accused of involvement in the bloodshed.

The trial was in Cairo and Judge Sobhi Abdel-Maguid did not give his reasoning when he handed down the guilty verdicts and sentences for 21 defendants. Executions in Egypt are usually carried out by hanging.

Verdicts for the remaining 52 defendants, including nine security officials, are to be delivered on March 9. Some have been charged with murder and others with assisting the attackers. All the defendants ? who were not present in the courtroom Saturday for security reasons ? can appeal the verdict.

In Port Said on Sunday, army troops backed by armored vehicles staked out positions at key government facilities to protect state interests and try to restore order.

The military issued a statement urging Port Said residents to exercise restraint and protect public property, but also warning that troops would deal "firmly" with anyone who "terrorizes" citizens or infringes upon the nation's security and stability.

Rioters on Saturday attacked the prison where the defendants were being held and tried to storm police stations and government offices around the city. Health officials say at least 37 people were killed, including two policemen, in rioting on Saturday.

The clashes in Port Said were the latest in a bout of unrest across the country that has left a total of 48 people dead since Friday. That death toll includes 11 people killed in clashes between police and protesters marking the second anniversary of the uprising that overthrew Mubarak after nearly 30 years of authoritarian rule.

Clashes broke out in Cairo for the fourth straight day on Sunday, with protesters and police near central Tahrir Square, birthplace of the 2011 uprising. Police fired tear gas while protesters pelted them with rocks.

The clashes show how turmoil was deepening in Egypt nearly seven months after Morsi took office. Critics say Morsi has failed to carry out promised reforms of the judiciary and police, and claim little has improved in the two years since the uprising.

At the heart of the rising opposition toward Morsi's government is a newly adopted constitution, which was ratified in a nationwide referendum.

Opponents claim the document has an Islamist slant. It was drafted hurriedly by the president's allies without the participation of representatives of liberals and minority Christians on the panel that wrote the charter.

Protesters on the streets this past week demanded the formation of a national unity government, early presidential elections and amendments to disputed clauses in the constitution.

Morsi and the Muslim Brotherhood, the Islamist group from which he hails, counter that the opposition was seeking to overturn the results of democratic and free elections. The Brotherhood, a well-organized and established political group in Egypt for decades, has emerged as by far the most powerful force in post-Mubarak Egypt.

As the situation in Port Said spiraled out of control Saturday, police disappeared from the city's streets, residents and security officials said, staying put in their camps, police stations and the city's security headquarters.

The military then dispatched troops to the city, taking up positions at vital state facilities, including the local power and water stations, the city's main courthouse, the local government building and the city prison. Navy sailors were guarding the local offices of the Suez Canal company.

Navy vessels were escorting merchant ships sailing through the international waterway, a vital income earner for Egypt's beleaguered economy. Military helicopters were flying over the canal to ensure the safety of shipping, according to Suez Canal spokesman Tareq Hassanein.

Residents said Port Said was quiet overnight except for intermittent bursts of gunfire. The city was still on edge early Sunday ? but streets were largely deserted, stores were closed for the second successive day, and some hotels asked guests to leave, fearing more violence.

(AP) ? Cleanup crews with booms skimmed oily water from the Mississippi River a day after a barge with more than 80,000 gallons of oil struck a railroad bridge near Vicksburg, spreading a sheen of light crude that kept part of the waterway shut to ship traffic Monday, authorities said.

The spill backed up at least 21 tugboats, barges and other vessels on the normally bustling corridor, Coast Guard spokesman Lt. Ryan Gomez said. He said he didn't know when the shutdown would be lifted.

At least 11 northbound vessels and 10 southbound vessels were waiting to pass Monday, according to Gomez.

"They're still trying to determine how much leaked, how much was gone from the tank," Gomez said. He added that details remain unclear, though investigators reported a towboat or tug was pushing two tank barges when the collision occurred about 1:30 a.m. Sunday.

The second barge was damaged, Gomez said, and authorities inspected and cleared the railroad bridge afterward.

The oily sheen was reported up to three miles downriver from the bridge at Vicksburg on Sunday. Gomez said crews have laid down a boom and also a secondary boom. They also were using a rotating skimmer device to sweep up oily water in the river.

"They have the boom to contain any crude oil that's leaking out of the barge. They have a secondary boom to corral any crude oil that gets past the first boom," he said.

He said crews also were in the process of working to transfer the remaining oil.

"They are continuing to try to remove the product from the damaged tank to one of the non-damaged tanks on the same barge," he added. "The ultimate goal is to transfer all of the crude to a different barge."

He said the barge was southbound at the time of the collision, but investigators were still trying to figure out exactly what happened Sunday.

The oil sheen from Sunday's incident was unlikely to pose a threat to the Gulf of Mexico, located more than 340 river miles south of Vicksburg.

But it appeared to be coming from one or two tanks located at the stern of the first barge, Gomez had said previously. He said that there was no indication that any oil was leaking from the second barge and that it was still unclear whether the second barge also hit the bridge or was damaged through a collision with the first.

United States Environmental Services, a response-and-remediation company, was working to contain the oil with booms before collecting it, Gomez said.

Railroad traffic was allowed to continue after the bridge was found safe for trains, Petty Officer Carlos Vega said Sunday.

The barges are owned by Third Coast Towing LLC, Gomez said. According to a website listed under that name, the company is located in Corpus Christi, Texas. No one answered the telephone at the company Sunday night.

Both vessels were being pushed by the tugboat Nature's Way Endeavor. The website for Nature's Way Marine LLC of Theodore, Ala., identifies the vessel as a 3,000-horsepower, 90-foot-long boat. It was built in 1974 and underwent a complete rebuild in 2011, according to the company.

A company manager referred calls to the Coast Guard command center at Vicksburg.

The last time an oil spill closed a portion of the lower Mississippi River, it was for less than a day last February after an oil barge and a construction barge collided, spilling less than 10,000 gallons of oil. In 2008, a fuel barge collided with a tanker and broke in half, dumping 283,000 gallons of heavy crude into the waterway and closing the river for six days.

Barges hit the Vicksburg bridges, the Interstate 20 bridge and the old U.S. 80. bridge, from time to time, and a sharp bend in the river there is often blamed. In March 2012, barges carrying grain broke loose and hit the old U.S. 80 bridge. A barge scraped the bridge in July 2011.

On March 23, 2011, several barges broke loose and some hit the U.S. 80 bridge and Interstate 20 bridge. One was hung up on the I-20 bridge for about three weeks before it was removed.

Residents and businesses in Gulf Coast states are still recovering from the April 2010 explosion of the Deepwater Horizon offshore drilling rig, which killed 11 workers and spewed more than 200 million gallons of oil into the Gulf.

Newtown residents join gun control march on Washington

On Saturday about 100 residents from Newtown, Conn., along with thousands of protesters, will rally in support of gun control legislation on the National Mall.?

Organizers said they are expecting thousands of participants for the rally on the National Mall, including about 100 from Newtown and buses from New Jersey, New York and Philadelphia. Others are flying in from Seattle, San Francisco and even Alaska. They will gather Saturday at the Capitol Reflecting Pool at 10 a.m. and will begin marching down Constitution Avenue toward the Washington Monument at 11 a.m. A rally is planned on the monument grounds at noon.

Molly Smith, the artistic director of Washington's Arena Stage, and her partner organized the march, inspired by the December massacre that killed 20 first graders and six teachers at Sandy Hook Elementary School in Newtown, she said. The gunman also fatally shot his mother and committed suicide.

"With the drum roll, the consistency of the mass murders and the shock of it, it is always something that is moving and devastating to me. And then, it's as if I move on," Smith said. "And In this moment, I can't move on. I can't move on.

"I think it's because it was children, babies," she said. "I was horrified by it."

While she's never organized a political march before, Smith said she was compelled to press for a change in the law. The march organizers support President Barack Obama's call for a ban on military-style assault weapons and high-capacity ammunition magazines as well as for universal background checks for gun sales. They also want lawmakers to require gun safety training for all buyers of firearms.

As a theater person, Smith said murdering a child is something you can never show in theater. Even in the Greek tragedy, "Medea," the main character kills her children, but that happens off stage, Smith said.

After the Connecticut shootings, Smith posted something on Facebook and drew more support to do something. The group One Million Moms for Gun Control, the Washington National Cathedral and two other churches eventually signed on to co-sponsor the march. Organizers have raised more than $46,000 online to pay for equipment and fees to stage the rally.

Lawmakers from the District of Columbia and Maryland are scheduled to speak. Actress Kathleen Turner is expected to appear, along with Marian Wright Edelman of the Children's Defense Fund and Colin Goddard, a survivor from the Virginia Tech massacre.

Smith said she supports a comprehensive look at mental health and violence in video games and films. But she said the mass killings at Virginia Tech and Aurora, Colo., and Newtown, Conn., all start with guns.

"The issue is guns. The Second Amendment gives us the right to own guns, but it's not the right to own any gun," she said. "These are assault weapons, made for killing people."

(AP) ? Jennifer Lawrence has been named best actress at the Screen Actors Guild Awards for her role as a troubled widow in a shaky new relationship in "Silver Linings Playbook."

The supporting film awards Sunday went to Anne Hathaway of "Les Miserables" and Tommy Lee Jones of "Lincoln."

The wins lift their prospects for the same prizes at the Feb. 24 Academy Awards.

"Now I have this naked statue that means some of you even voted for me, and that is an indescribable feeling," Lawrence said after explaining she earned her SAG card at age 14 by filming a spot for MTV.

Hathaway won for her role as a doomed single mother forced into prostitution in the adaptation of the stage musical based on Victor Hugo's epic novel. Her win came over four past Oscar recipients ? Sally Field, Helen Hunt, Nicole Kidman and Maggie Smith.

"I'm just thrilled I have dental," Hathaway said. "I got my SAG card when I was 14. It felt like the beginning of the world. I have loved every single minute of my life as an actor. ... Thank you for nominating me alongside incredible women and incredible performances."

Jones, who was not at the show, won for his turn as abolitionist firebrand Thaddeus Stevens in the Civil War epic. The win improves his odds to become a two-time Academy Award winner. He previously won a supporting-actor Oscar for "The Fugitive."

It was brisk, businesslike and fairly bland evening as the actors union handed out honors to a predictable lineup of winners who generally had triumphed at earlier Hollywood ceremonies or past SAG shows.

On the television side, with "30 Rock" ending its run, its stars Tina Fey and Alec Baldwin won the SAG awards for best comedy performers. It was Baldwin's seventh-straight win, while Fey earned her fifth SAG prize.

"Oh, my God. It's ridiculous," Baldwin said. "It's the end of our show, which is sad. Everybody is sad about that. It was the greatest experience I've ever had."

Fey gave a plug for the show's finale airing Thursday, noting that it's up against "The Big Bang Theory."

"Just tape 'The Big Bang Theory' for once, for crying out loud," Fey said.

"Modern Family" won for best overall cast in a TV comedy show. Accepting for the cast, "Modern Family" co-star Jesse Tyler Ferguson offered thanks to the makers of "30 Rock" and another departing series, "The Office," saying "you all have set the comedy bar so high."

Ferguson joked that if the "30 Rock" or "The Office" stars need jobs, they should contact the "Modern Family" casting director.

The TV drama acting awards went to Claire Danes of "Homeland" and Bryan Cranston of "Breaking Bad."

"It is so good to be bad," Cranston said.

"Downton Abbey" won the TV drama cast award.

Julianne Moore's turn as Sarah Palin in "Game Change" earned her the TV prize for best actress in a movie or miniseries. Kevin Costner won for best actor in a movie or miniseries for "Hatfields & McCoys."

Fey, who memorably spoofed Palin herself in "Saturday Night Live" sketches, said backstage that Moore's performance was "incredible. She really disappeared into the character, she did a real film acting job. You wouldn't want a sketch acting job in that movie."

Earlier, the James Bond adventure "Skyfall" and the fantasy series "Game of Thrones" picked up prizes for best stunt work, honors announced on the red carpet before the official SAG Awards ceremony.

JoBeth Williams and Scott Bakula announced the winners, noting the value of stunt players, who often are overlooked for their contributions to film and television.

"The stunt men and women of our union are critical to the work that gets done," Bakula said. "They keep us healthy, they keep us alive, they keep us working. They keep our shows working."

The SAG honors are the latest show in a puzzling Academy Awards season in which Hollywood's top prize, the best-picture Oscar, looks up for grabs among several key nominees.

Honors from the actors union, next weekend's Directors Guild of America Awards and Saturday night's Producers Guild of America Awards ? whose top honor went to "Argo" ? typically help to establish clear favorites for the Oscars.

But Oscar night on Feb. 24 looks more uncertain this time after some top directing prospects, including Ben Affleck for "Argo" and Kathryn Bigelow for "Zero Dark Thirty," missed out on nominations. Both films were nominated for best picture, but a movie rarely wins the top Oscar if its director is not also in the running.

Steven Spielberg's "Lincoln" would seem the Oscar favorite with 12 nominations. Yet "Argo" and Affleck were surprise best-drama and director winners at the Golden Globes, and then there's Saturday's Producers Guild win for "Argo," leaving the Oscar race looking like anybody's guess.

The SAG honors at least should help to establish solid front-runners for the stars. All four of the guild's individual acting winners often go on to receive the same prizes at the Academy Awards.

Last year, the guild went just three-for-four ? with lead actor Jean Dujardin of "The Artist" and supporting players Octavia Spencer of "The Help" and Christopher Plummer of "Beginners" also taking home Oscars. The guild's lead-actress winner, Viola Davis of "The Help," missed out on the Oscar, which went to Meryl Streep for "The Iron Lady."

The guild also presents an award for overall cast performance, its equivalent of a best-picture honor. The nominees are "Argo," ''The Best Exotic Marigold Hotel," ''Les Miserables," ''Lincoln" and "Silver Linings Playbook."

Yet the cast prize has a spotty record at predicting the eventual best-picture recipient at the Oscars. Only eight of 17 times since the guild added the category has the cast winner gone on to take the best-picture Oscar. "The Help" won the guild's cast prize last year, while Oscar voters named "The Artist" as best picture.

Such past guild cast winners as "The Birdcage," ''Gosford Park" and "Inglourious Basterds" also failed to take the top Oscar.

Receiving the guild's life-achievement award was Dick Van Dyke, who presented the same prize last year to his "The Dick Van Dyke Show" co-star, Mary Tyler Moore.

After waiting on stage for a prolonged standing ovation to end, Van Dyke said, "That does an old man a lot of good."

Homeschooling Intrigues Me ? Where Do I Start? ? Homeschool Blog

You are not alone. Nowadays, it is rare to meet an American parent who hasn?t at least heard of home schooling. Those looking at homeschooling from the outside routinely express two chief concerns ? 1) ?How can homeschooling parents tolerate being with their kids 24 hours a day?? and 2) ?What about socialization??

Allow me to move these two mental boulders out of the way, then you?ll be better able to see more of the treasures which lie ahead down the homeschool path.

?

AT HOME WITH MY KIDS ALL DAY ?!!

?I struggle just to get my kids to do their chores and they constantly snipe at each other ? I wouldn?t have the patience to be with them all day!?? Sound familiar? Many prospective homeschoolers, who have had their children in daycare or institutional school, start with similar concerns. Let me tell you some good news. Much of the surliness kids exhibit toward parents and siblings is an outcome of spending large chunks of time everyday on the receiving end of the verbal and emotional abuse of other children while in an institutional setting. It is an outcome of being forever compared and measured against other children. Who?s smarter? prettier? skinnier? more popular? more athletic? As these children become homeschoolers they typically go through a 3-6 month period of detoxification where their harshness and defensiveness gradually melts away. This is one of the best kept secrets of homeschooling ? when your kids realize they have innate value and uniqueness and that you are committed to seeing them successfully outfitted for their personal special place in the world ? their hearts get bonded to yours! This process can take longer depending on the length of time kids have been in institutional schooling, but it will come when you replace criticism, comparing, and competing (mainstays of institutional schooling) with encouragement, customized learning, and the goal of mastering what?s important. You will also find many ways to be away from home by yourselves or with other families enjoying cultural opportunities, nature, exercise, field trips, etc.

SOCIALIZATION

So what?s the real question behind ?What about socialization?? Are we laboring under the notion that kids need lots of time with their age mates to develop important social skills? What do well-socialized kids look like anyway? Are they the teens you see hanging around the mall? The kids who are taking weapons to school and using them? The kids who discuss last night?s sitcoms each day with friends as though those actors and situations are real? Those subdued with drugs to make them manageable? Those that pressure each other to look, act, speak, and believe just like the rest of the adolescent herd? When we?re willing to face the facts, it?s fairly obvious that a well-socialized person is one who respects and learns from those older and wiser than himself, and who cares tenderly for those younger, weaker and needier. He is someone who understands his own strengths and contributes in his unique way along the human continuum.

I?ve often been told by homeschool skeptics that children need to be with a room full of age mates all day to learn to ?face reality? and toughen up. My observation is that a room of age-same students immediately contrive to define themselves by their differences. (?I have nicer clothes than she?, ?He has more friends than I do?, ?I?ll never be as good at math as she is?, etc.) This isn?t a criticism of kids ? it?s just something I?ve observed over and over. Homeschoolers operate within an age-blended environment which more accurately reflects the ?real world? where people of all ages and skills are mixed together. The beauty here is that the differences are real ? different ages, different skill levels, different strengths, different likes, different privileges. Everyone?s place is defined, respected, and non-competitive. I believe ?reality? is an age-blended environment where people are free to learn and better themselves at their own pace in an atmosphere of mutual respect. (a.k.a. ?homeschooling?)

SO WHAT IS HOMESCHOOLING REALLY?

In a nutshell, homeschooling is the process whereby responsible parents, through a motivation of love, train, equip, and launch their own children as responsible, literate, and skillful on-going adult learners. It differs from traditional public/private schooling in that parents act as the direct overseers of the child?s learning process. It results in family glue rather than family fracture. It fosters maturity anchored in real life experiences from a much younger age, and it can be fully customized to the learning style and specific destiny of each child. It fosters genuine social graces through interaction with people of all ages. It is bursting with real-life problem solving opportunities, which are their own best tutorial.

You?ll no doubt start homeschooling thinking about ?academics? and ?subjects?, but as you progress in it, you?ll discover that the essence of successful homeschooling is less in the ?schooling? aspect and far more in the concept of ?home?. You come to experience the reality that families are the building blocks of human life. And healthy families are the seed beds where balanced, loving, capable humans are grown. You tend those little seeds, supply ample water, fertilizer and sunlight, control the weeds and get a healthy root system in place which will enable those little sprouts to one day become mighty, healthy, fruit-bearing trees. You see that each child is constituted differently right from the beginning and their style of ?leaf?, nurture and feeding needs, and long-term purpose are unique.

IT?S NOT JUST FOR THE KIDS

As you recognize and work with your own special ?plants? you wind up filling your own ?educational holes? (for many of us, those are the legacy of our own institutional education). Many homeschooling parents report that they are finally ?learning? (appreciating, absorbing, retaining) all the academic content which they missed during their own school years as they go through the material with their own kids. Some have termed homeschooling ?The education of two generations?. With the high caliber of materials available to home educators, a parent whose own education was weak need not fear.

As homeschooling parents, we are also realizing that our children know and like each other and us as their parents much more than we did our siblings/parents growing up. This is largely because our kids are together, sharing many more joint memories and learning from one another rather than growing up with groups of peers in separate classes in what our kids call ?away school.?

CRITICISM YOU MAY FACE

Be prepared for the unleashing of adult peer pressure if you decide to pursue homeschooling. This is a hot issue and one that causes people to react defensively about their own school choices, no matter how gracious you may be. Try not to be shocked when you?re hit with unsolicited judgment. It?s wise not to announce a decision to homeschool until you?ve readied yourself, done the research you need to get your feet planted in the idea and been a quiet observer for awhile. Certainly not everything that flies under the banner of homeschooling with pertain to your family or interest you, so you will be, to varying degrees, charting your own course. What other people think homeschooling is may be quite unlike your experience. Many a homeschool critic (particularly skeptical grandparents) have been silenced within 2-3 years when they see the joyful, communicative, lively learners you are producing ? hang in there!

MORE GOOD NEWS

If you?ve had children in school and are bringing them home, there will be a need to redistribute the household workload. Give yourself a grace period of 6 months to a year to get through ?detox?, begin bonding with each other, and take shared ownership of the needs around the house. Another unsung secret of homeschooling is this: When your kids have you all day everyday and sense that your heart is turned toward them they will need you less! Don?t envision yourself chained to your kitchen table teaching math facts ?til you?re blue in the face. Once you?ve established new family routines and dynamics, why not look into a home-based business, take a college class, or pick up with your latent creative talent? Demonstrating that such learning is a normative on-going practice for a healthy adult is one of the best gifts you can give your kids.

BEGINNING STEPS

So you want to go for it. Where do you really start? Observe, research, and read, then read some more. Or if reading is not your strength, select some tapes on homeschooling and listen to those. Ask those you know who homeschool for their favorite books/tapes on the subject. See those in the resource list below. Although you?ll be tempted to want books on ?How-to? homeschool, you?ll be much better off if you initially focus on ?Why to homeschool?. Lay a broad philosophical foundation and lengthen your homeschool vision ? both of these will greatly influence your long-term success.

Consider attending a homeschool conference in your area. While these can be overwhelming, they also unveil the vast and rich network of ideas and resources available to you as a homeschooler. You?ll be impressed by the caliber of families and children you meet. Visit the vendor hall and collect homeschooling catalogs. Attend a support group meeting or park day. Inquire about your state?s homeschooling requirements (see resources below).

It is common, at this point, to feel vulnerable and tempted to over buy because ?it all looks so good!? We suggest, if you can, hang around with homeschooling families who have a home life you respect and have produced children who are well-rounded in the ways you?d like yours to be. Homeschooling is not a simple linear process. (Take A, add B and you?re guaranteed to get C). Rather, there are multiple dynamics at work in healthy homes and wisdom in these matters often soaks into us with time and exposure.

Study your child. This is so important if you want to have a satisfying and successful homeschool adventure. Look at this child?s strengths, special interests, free-time activities of choice, and apparent weaknesses. We highly recommend working through Discovering Your Child?s Learning Style by Willis and Kindle Hodson. Homeschooling affords you the liberty of customizing your child?s learning experience. Knowing how your child takes information in and what motivates him/her will save you much wasted time, energy and money.

?

HOMESCHOOLING APPROACHES FROM WHICH TO CHOOSE

You?ll encounter a few major approaches to homeschooling in the literature and marketplace. Research more on the ones that resonate with your vision for your family?s learning environment. It is not uncommon for new homeschoolers to buy a prepackaged curriculum from a major supplier in order to feel that they are covering all the bases. With time, experience, and greater confidence you may want to harvest what works for your unique family from all these approaches ? this is referred to as the ?Eclectic Approach?. Here is a list of popular homeschool approaches and philosophies. A resource list follows this article.

Delayed Academics ? based largely on the publications of lifelong educators Drs. Raymond and Dorothy Moore, this approach encourages cultivating a heart to worship, work, and serve others before moving into formal academics. The Moores advocate waiting until a child?s physical, mental and emotional readiness to learn are evident (often not until ages 9-12). Moore cites research that 9-year-olds can assimilate, in just 100 hours of instruction, all the material other children have had to spend 4 years of their lives learning through drone seat work. They emphasize learning through a broad spectrum of life experiences. This approach often explains a lot to parents whose son or daughter just can?t sit still at a desk in the early elementary grades.

Charlotte Mason Method ? Emphasizing ?Living Books? (rich, first-person literature of all genres) and real-life experiences. This approach encourages abundant opportunity to observe and interact with original sources in art, music, literature, and the natural world. Typically children learn to document their discoveries through journaling and drawing. Parents usually read-aloud from great books with the overarching goal that their children will love to learn.

Classical or Trivium Approach. This view emphasizes excellent thinking and communication skills honed by the intake of fundamental factual knowledge (referred to as the ?grammar of a subject); the understanding of the reasoning and relationships behind knowledge (known as the ?logic? of that subject); and the ability to organize and assimilate this understanding so as to generate new discoveries and convey this knowledge persuasively to others (called the ?rhetoric?).

Principle Approach ? Using the four ?R?s? of research, reason, relate, and record this approach is popular among certain Christian homeschoolers who believe America was founded as a Christian nation with a Christian form of government. In order to return America to these first moorings, Principle approach adherents seek to raise young people who are well-grounded in Biblical principles and can thus govern themselves and participate in representative government wisely.

Unit-study Approach ? This method takes one topic at a time and uses it as a launch pad to integrate the related knowledge from all disciplines. Rather than studying fragmented ?subjects? (math, grammar, history, etc.) unit studiers discover inter-related knowledge in a growing web around one central hub. (For example ? using baseball as the topic they would study the history of the sport, it?s key figures, the math of baseball stats, the physics of pitching, etc. ? all as part of an integrated whole) Workbooks/Textbooks/School in a Box ? Innumerable publishers furnish complete curricula using textbooks, workbooks, interactive CDs or on-line learning. Many of these look and feel more like ?school? as most of us remember it. When children first leave an institutional school setting these programs often are a good first transitional step because they mimic school to your children and comfort new homeschooling parents that ?learning? is taking place.

Unschooling ? Probably one of the least understood terms within homeschooling, unschooling differentiates ?teaching? from ?learning? and believes that children are born curious and eager to learn. The role of parents is to deeply nurture their children, provide a wonderfully learning-rich environment and let the child?s innate desire to understand and manipulate their world lead them to discover and skillfully use all they need to have productive happy lives. Critics imagine these families just let their kids run amok. More thoughtful observers recognize that unschoolers are trying to tend the internal spark and love of learning which many of us had snuffed out by years of compulsory schooling in things which held no meaning or value to us.

A WORD ABOUT MOTIVATION

Reasons to homeschool range the full gamut ? from things to get away from (excessive peer pressure, violence, weak academics) to things to be gained (family unity, freedom, the meeting of special learning needs). We?ve found it helpful to sort through our motives, define them, and watch them evolve as our homeschool does.

We began homeschooling primarily because we were so impressed by the kids in homeschooling families we knew and felt it was a parent?s job to educate their children, not the government?s. When people ask us now why we homeschool (after being on this course for 12 years) we can honestly say we love being with our kids and wouldn?t want to miss a day of their joyful lives. We say that we could never ask even the best classroom teacher to invest in our children the way we can because our kids are precious to us and we would lay our lives down to see them succeed. We tell people that having our kids with us has helped us to grow up, learn to communicate better, and become better people. Obviously, we didn?t know at the outset that our motivations would undergo such a transformation.

TAKE THE PLUNGE

Once you?ve researched, read, and decided that homeschooling is right for your family, take the plunge.

  • Begin with a minimum of purchases or buy a pre-packaged curriculum. Try to include some materials for a particular interest of your child?s, not strictly ?school? books.
  • Plan to ease your family into new routines. The decision to homeschool won?t magically transform your family overnight but it will in time soften and reshape your family in healthy ways.
  • Allow for a season of detox. It may rock your child?s world to find out that school is no longer about getting grades and passing classes, but rather about mastering important skills and learning to love the process.
  • Find and hook up with a support group you enjoy. These vary from moms networking nights, to field trip generators, to park days for fun, to couples meetings ? find one that satisfies your needs.
  • Figure out what refuels your own engines and schedule it! Stephen Covey says the key is not to prioritize your schedule, but to schedule your priorities. Taking good care of yourself in your newly-expanded role as a homeschooling parent is, without question, a top priority. You may need a regular Moms night out, time at home alone, a creative outlet, a daily afternoon nap ? whatever keeps you on an even keel ? make it a priority and do it!
  • Steadily improve the learning value in your home ? Great read-aloud books, reference resources, educational toys, art supplies, science supplies, healthy food, regular exercise, minimized clutter, a place for everything and everything in its place ? you get the idea. When you are home 24 hours a day, home needs to be as calm, pleasant, usefully organized, and resource-filled as possible.
  • Relax ? No matter where you start or how faltering your first steps may feel, your kids will not be ruined by your loving investment in homeschooling them. You will find yourself changing, perhaps even more than your children, as you learn to truly know each of them, respect their uniqueness, and be committed to their long-term success. As humans, we find it easy to follow those whom we perceive love us deeply. Let love be the foundation, the power, and the aroma in the air of your homeschooling adventure.

Obama: Tough call on letting a son play football

WASHINGTON (AP) ? President Barack Obama is a big football fan with two daughters, but if he had a son, he says he'd "have to think long and hard" before letting him play because of the physical toll the game takes.

"I think that those of us who love the sport are going to have to wrestle with the fact that it will probably change gradually to try to reduce some of the violence," Obama tells The New Republic.

"In some cases, that may make it a little bit less exciting, but it will be a whole lot better for the players, and those of us who are fans maybe won't have to examine our consciences quite as much."

In an interview in the magazine's Feb. 11 issue, Obama said he worries more about college players than he does about those in the NFL.

"The NFL players have a union, they're grown men, they can make some of these decisions on their own, and most of them are well-compensated for the violence they do to their bodies," Obama said. "You read some of these stories about college players who undergo some of these same problems with concussions and so forth and then have nothing to fall back on. That's something that I'd like to see the NCAA think about."

NFL spokesman Greg Aiello responded Sunday, "We have no higher priority than player health and safety at all levels of the game."

RI Senate to hold finance hearings | WPRI.com

PROVIDENCE, R.I. (AP)-- The Rhode Island Senate Finance Committee is set to hold its first hearings this year, including on a proposal to exempt assets worth up to $2 million from the estate and transfer tax.

The committee is scheduled to meet Tuesday at the State House in Providence. The bill on estate and transfer tax exemption was filed by Sen. Edward O'Neill .

Other bills set for consideration include a proposal by Sen. David Bates for capital gains tax exemption for certain investments made in businesses in the state under certain conditions.

The committee will also consider Sen. Leonidas Raptakis' legislation that would repeal a legal provision requiring those licensed to sell liquor to file an annual report detailing sales information and tax collection on those sales.

The committee will also hear bills on sales and use taxes and other issues.

PARK CITY, Utah (AP) ? Ashton Kutcher says playing Steve Jobs on screen "was honestly one of the most terrifying things I've ever tried to do in my life."

The 34-year-old actor helped premiere the biopic "jOBS" Friday, which was the closing-night film at the Sundance Film Festival.

Kutcher plays the Apple Inc. founder from the company's humble origins in the 1970s until the launch of the first iPod in 2001. A digital entrepreneur himself, Kutcher said he considers Jobs a personal hero.

"He's a guy who failed and got back on the horse," Kutcher said. "I think we can all sort of relate to that at some point in life."

Kutcher even embodied the Jobs character as he pursued his own high-tech interests off-screen.

"What was nice was when I was preparing for the character, I could still work on product development for technology companies, and I would sort of stay in character, in the mode of the character," he said. "But I didn't feel like I was compromising the work on the film by working on technology stuff because it was pretty much in the same field."

But playing the real-life tech icon who died in 2011 still felt risky, he said, because "he's fresh in our minds."

"It was kind of like throwing myself into this gauntlet of, I know, massive amounts of criticism because somebody's going to go 'well, it wasn't exactly...,'" Kutcher said.

While the filmmakers say they tried to be as historically accurate as possible, there was also a disclaimer at the very end of the credits that said portions of the film might not be completely accurate.

Still, realism was always the focus for Kutcher, who watched "hundreds of hours of footage," listened to Jobs' past speeches and interviewed several of his friends to prepare for the role.

The actor even adopted the entrepreneur's "fruitarian diet," which he said "can lead to some serious issues."

"I ended up in the hospital two days before we started shooting the movie," he said. "I was like doubled over in pain, and my pancreas levels were completely out of whack, which was completely terrifying, considering everything."

Jobs died of complications from pancreatic cancer.

Still, Kutcher was up to the challenge of playing Jobs, in part because of his admiration for the man who created the Macintosh computer and the iPod.

"I admire this man so much and what he's done. I admire the way he built things," Kutcher said. "This guy created a tool that we use every day in our life, and he believed in it when nobody else did."

The film also shows Jobs' less appealing side, withholding stock options from some of the company's original employees and denying child support to the mother of his eldest child.

Kutcher still found the man inspiring. Jobs had a singular focus, Kutcher said, and felt like anyone could change the world.

"I don't know if there's ever been an entrepreneur who's had more compassion and care for his consumer than Steve Jobs," Kutcher said. "He wanted to put something in your hand that you could use and you could use it easily... and he really cared about that."

North Korea to target U.S. with nuclear, rocket tests

SEOUL (Reuters) - North Korea said on Thursday it would carry out further rocket launches and a nuclear test that would target the United States, dramatically stepping up its threats against a country it called its "sworn enemy".

The announcement by the country's top military body came a day after the U.N. Security Council agreed to a U.S.-backed resolution to censure and sanction North Korea for a rocket launch in December that breached U.N. rules.

"We are not disguising the fact that the various satellites and long-range rockets that we will fire and the high-level nuclear test we will carry out are targeted at the United States," North Korea's National Defence Commission said, according to state news agency KCNA.

North Korea is believed by South Korea and other observers to be "technically ready" for a third nuclear test, and the decision to go ahead rests with leader Kim Jong-un who pressed ahead with the December rocket launch in defiance of the U.N. sanctions.

China, the one major diplomatic ally of the isolated and impoverished North, agreed to the U.S.-backed resolution and it also supported resolutions in 2006 and 2009 after Pyongyang's two earlier nuclear tests.

Thursday's statement by North Korea represents a huge challenge to Beijing as it undergoes a leadership transition with Xi Jinping due to take office in March.

China's Foreign Ministry called for calm and restraint and a return to six-party talks, but effectively singled out North Korea, urging the "relevant party" not to take any steps that would raise tensions.

"We hope the relevant party can remain calm and act and speak in a cautious and prudent way and not take any steps which may further worsen the situation," ministry spokesman Hong Lei told reporters at a regular press briefing.

North Korea has rejected proposals to restart the talks aimed at reining in its nuclear capacity. The United States, China, Russia, Japan and the two Koreas are the six parties involved.

"After all these years and numerous rounds of six-party talks we can see that China's influence over North Korea is actually very limited. All China can do is try to persuade them not to carry out their threats," said Cai Jian, an expert on Korea at Fudan University in Shanghai.

Analysts said the North could test as early as February as South Korea prepares to install a new, untested president or that it could choose to stage a nuclear explosion to coincide with former ruler Kim Jong-il's Feb 16 birthday.

"North Korea will have felt betrayed by China for agreeing to the latest U.N. resolution and they might be targeting (China) as well (with this statement)," said Lee Seung-yeol, senior research fellow at Ewha Institute of Unification Studies in Seoul.

U.S. URGES NO TEST

Washington urged North Korea not to proceed with a third test just as the North's statement was published on Thursday.

"Whether North Korea tests or not is up to North Korea," Glyn Davies, the top U.S. envoy for North Korean diplomacy, said in the South Korean capital of Seoul.

"We hope they don't do it. We call on them not to do it," Davies said after a meeting with South Korean officials. "This is not a moment to increase tensions on the Korean peninsula."

The North was banned from developing missile and nuclear technology under sanctions dating from its 2006 and 2009 nuclear tests.

A South Korean military official said the concern now is that Pyongyang could undertake a third nuclear test using highly enriched uranium for the first time, opening a second path to a bomb.

North Korea's 2006 nuclear test using plutonium produced a puny yield equivalent to one kiloton of TNT - compared with 13-18 kilotons for the Hiroshima bomb - and U.S. intelligence estimates put the 2009 test's yield at roughly two kilotons

North Korea is estimated to have enough fissile material for about a dozen plutonium warheads, although estimates vary, and intelligence reports suggest that it has been enriching uranium to supplement that stock and give it a second path to the bomb.

According to estimates from the Institute for Science and International Security from late 2012, North Korea could have enough weapons grade uranium for 21-32 nuclear weapons by 2016 if it used one centrifuge at its Yongbyon nuclear plant to enrich uranium to weapons grade.

North Korea gave no time-frame for the coming test and often employs harsh rhetoric in response to U.N. and U.S. actions that it sees as hostile.

Its long-range rockets are not seen as capable of reaching the United States mainland and it is not believed to have the technology to mount a nuclear warhead on a long-range missile.

The bellicose statement on Thursday appeared to dent any remaining hopes that Kim Jong-un, believed to be 30 years old, would pursue a different path from his father Kim Jong-il, who oversaw the country's military and nuclear programs.

The older Kim died in December 2011.

"The UNSC (Security Council) resolution masterminded by the U.S. has brought its hostile policy towards the Democratic Peoples Republic of Korea (North Korea) to its most dangerous stage," the commission was quoted as saying.
